- This Pre-Solicitation Notice is being issued by the United States Army Corps of Engineers - Chicago District to inform interested/potential contractors of the District's imminent issue of an Invitation for Bid Package for its construction project, entitled "CALUMET HARBOR ROCK REMOVAL, CALUMET, Indiana" PROJECT INFORMATION: The project is located at the Calumet Harbor, Indiana (Lake County). Calumet Harbor has dolomite existing on the bottom of the harbor that requires removal in order to ensure availability of the authorized depth in the channel. The average height of the dolomite above the existing authorized depth is 1.5 - 2 feet deep and will need to be removed to at least 2 feet below the authorized depth. As prior attempts to remove the rock were proven to be inefficient, it is anticipated that under the contract, the contractor will be required to drill and blast to remove the rock. The rock will then be transported nearby for disposal in the water. An area has been identified and chosen for removal of up to approximately 10,000 cubic yards of rock within the Federal Channel. ACQUISITION INFORMATION: Competition for this acquisition is RESTRICTED HUB ZONE - SMALL BUSINESS. The Classification Code for this procurement is North American Industry System Code (NAISCS) 237990, identifying a small business size standard in dollars of $36.5M. The planned contract type is firm-fixed price, The magnitude of cost for construction is between $1,000,000 and $5,000,000. The Invitation for Bid (IFB) Package will be downloadable from the INTERNET ONLY. The project specification files are Portable Document Format (PDF) files and can be viewed, navigated, or printed using Acrobat Reader. Interested Offerors can download the IFB Package from: http://www.fbo.gov. The IFB Package will be available from this Internet site on or about August 15, 2016, with bids due 30 days following the issuance of the IFB. IN THE CASE OF A DISCREPANCY BETWEEN THE DATES PUBLISHED IN THIS NOTICE AND THOSE CALLED OUT IN THE IFB DOCUMENT, THE DATES IN THE IFB DOCUMENT OVERRIDE THOSE PUBLISHED HEREIN THIS NOTICE; THIS IS RELATIVE TO THE IFB ISSUANCE DATE AND THE DUE DATE FOR BIDS. In order for contractors to be awarded contracts with the Department of Defense, the contractor must be registered in the System for Contract Management (SAM); Contractors can access the SAM database for free at http://www.sam.gov. The Government intends to award a firm-fixed price construction contract from this acquisition. FAXED OR ELECTRONIC BIDS WILL NOT BE ACCEPTED.
