Description
Sole Source Justification for Simplified Acquisition NOTICE OF CONTRACT ACTION: The AFTC Contracting Directorate, (AFTC/PZIOB), Edwards AFB intends to issue a sole source, Firm-Fixed Price contract, under Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures, to FISHER SCIENTIFIC COMPANY, LLC, 3970 Johns Creek CT, STE 500, Suwanee, GA 30024-1297. The applicable NAICS Code is 811310. The following is a brief description of the acquisition requirements: The Government requires extensive repairs of an Aircraft Live Fire Training Prop (live fire training apparatus) and a separate inspection of the Helicopter Live Fire Training Prop in order to evaluate the condition and functionality of the trainer's systems and components parts. The goal of this acquisition is to restore the Aircraft Live Fire Trainer to operational status and to make an assessment of the Helicopter Trainer to include a report on repair actions necessary to restore the trainer to full functionality. The following is required: The Contractor shall provide all equipment, tools, materials, replacement parts, transportation, labor, supervision, management, and other incidentals necessary to perform the actions described in this notice. Repair of the Aircraft Fire Trainer includes but is not limited to repositioning the mock-up wings and their supports for welding in place; checking total functionality of propane gas, cooling water, and electrical systems; and replacing broken pipes and fittings. The list of replacement parts include fuses, burners, igniters, valves and pilot air blower pump. The Contractor will ensure full functionality of the fire trainer according to the manufacturer's specifications. Before releasing the trainer back to the Fire Department, full functionality is expected and the Contractor is to provide Fire Department training personnel with a complete set of instructions to safely resume live fire training. Additionally, the Contractor shall perform an inspection of the Helicopter Fire Trainer for evaluating the condition of the trainer's systems and component parts. The Contractor shall provide a report on what repairs/replacement parts are necessary to return the helicopter trainer to full functionality. There are no solicitation documents; however, companies that believe they have the capability to complete the repairs and meet the requirements described above should submit a response. The respondent must prepare a complete technical package that provides clear and convincing evidence their company can meet the Government's requirements. In addition, any responses to this notice should include verification of the Offeror's Representations and Certifications--Commercial Items in accordance to FAR 52.212-3. If the offeror does not have a copy of this provision, go to http://www.sam.gov/ to load required information. Any responses received without completing this registration will be considered noncompliant. Further, the response should include any special requirements for a commercial contract (i.e., Commercial Financing, Warranty Provisions, Delivery Information, etc.) in accordance with FAR Part 12. Responses must be received no later than 4 August 2016, 1200 PM PST. Responses shall be submitted electronically at john.wagner.15@us.af.mil, unless otherwise agreed upon. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received by the response date stated above. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurements. Telephone requests to be placed on a mailing list will not be honored.
