Description
THIS IS A NOTICE OF INTENT (NOI) FOR A SOLE SOURCE CONTRACT. RELEASE DATE: 07/28/2016 CLOSING DATE: 08/04/2016 1. Purpose: This Notice of Intent (NOI) is being issued by the Defense Health Agency (DHA), Contract Operation Division Falls Church (COD-FC) in accordance with Federal Acquisition Regulation (FAR) 5.201. COD-FC intends to award a noncompetitive contract to TPR Media, LLC, doing business as The Parent Review, for the continuation of Knowledge Management Services for Prenatal and New Parents - Customized and Standard Pregnancy and Breastfeeding Module Subscriptions delivery of electronic weekly prenatal, breastfeeding, infant and toddler care for the identified Military Health System (MHS) beneficiaries, under proposed Solicitation No. HT0011-16-R-0027, for a period of performance beginning 9/1/16 and ending 6/29/17 with 2 options from 6/30/17 to 6/29/18 and 6/30/18 to 6/29/19, pursuant to FAR 19.15 and 13 CFR 127, Woman-Owned Small Business Program (WOSB), and specifically, 6.302-5(b)(7) Sole source awards under the WOSB Program-15 U.S.C. 637(m). 2. Scope: The current population receives care at 50 Military Treatment Facilities (MTF) and one Military Family and Community Policy Home Visitation Program for socially high risk mother and infants. The scope of this work is to obtain value added current evidence based information in a just in time format that is also customized the MTF where the women and infants receive their care and capable of customization by MTFs of specific campaigns and unique circumstances. This service is NOT intended to be imbedded in the electronic health record, but to be delivered directly to beneficiaries. 3. Performance requirements include: Electronic patient education materials transmitted to individual patient email accounts from week 7 of pregnancy through child-birth. Weekly breast-feeding material from week 35 of pregnancy through week 6 of infancy, followed by monthly material from month 2 of infancy up to infant's first birthday. Weekly age and stage appropriate material from infancy through the toddler's third birthday. Above materials are transmitted to women in the 50 MTFs and participants in the Military Community and Family Policy (high risk) Home Visitation program. Above materials are consistent with current guidance from the DoD VA Clinical Practice Guideline for Pregnancy, the American College of Obstetrics and Gynecology, American Academy of Pediatrics, and the World Health Organization guidance on breast-feeding. Material is branded to specific MTF where the women are enrolled and is portable in case of change of duty station. Material is also customizable to allow for MTF specific information to be delivered. The electronic platform is Health Insurance Portability and Accountability Act (HIPAA) compliant and secure. Absence of any advertising materials. 4. How to Respond This is an NOI only. This NOI is not a request for competitive proposals. It is issued solely for Information and Planning Purposes - It does not constitute a Solicitation nor does it restrict the Government as to the ultimate Acquisition Approach. In accordance with FAR 15.201, responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Should your firm desire to submit a capability statement, it should demonstrate the Offeror's experience and expertise to provide the services identified above within the time frame required and without substantial duplication of cost to the Government. The statement shall include business size; ability to self-perform work; layers of subcontracting; and any other information indicating a legitimate ability to meet these specific requirements. Statements should not exceed 5-10 pages in length. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this NOI. All costs associated with responding to this NOI will be solely at the interested vendor's expense. The formal closing date for this NOI and submission of Responses is Thursday, August 4, 2016 at 2:00PM EST. All responses shall be submitted electronically, with EMAIL Subject "Company Name, HT0011-16-NOI-0023 Prenatal and New Parent Knowledge Management" to the Contracting Officer, Ms. Krishana Wright, and copied to the Contract Specialist, Vonetta Davis, Contract Analyst (contractor support). Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. At this time, the Defense Health Agency (DHA) does not guarantee any future contracts; and, responses to this NOI do not bind DHA to any agreement with the responder, be it explicit or implied. Maximum participation by small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business concerns is encouraged. TELEPHONE INQUIRIES WILL NOT BE ACCEPTED OR ACKNOWLEDGED. NO FEEDBACK OR EVALUATIONS WILL BE PROVIDED TO COMPANIES REGARDING THEIR SUBMISSIONS.
