- Description
- The Department of Housing and Urban Development (HUD) intends to award a hybrid contract on a sole-source bases, in accordance with FAR Part 15, to Salient Federal Solutions Inc., located at 4000 Legato Road, Suite 600, Fairfax, Virginia 22033. The sole source justification is issued under the authority of 6.302-1 (b)(1)(i) "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements" as implemented by FAR 6.302-1 for infrastructure support to a very large Unisys based mainframe legacy application systems written in COBOL, ECL, RDMS 2200, DMS 2200, DPS 2200, TIP 2200, UniAccess, and NETEX. The Unisys based mainframe is extremely scarce in today's marketplace and the languages required to support the Unisys mainframe are very distinct and are no longer available. Market research shows that Salient Federal Solutions Inc. is the only vendor with the capacity to provide all of the above requirements to support HUD's program need.
