- This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT using Federal Acquisition Regulation (FAR) Part 6.302.2 for other than full and open competition and FAR Part 13.5 Test Program for Certain Commercial Items. The US Army Contracting Command, Aberdeen Proving Ground - Installation Contracting Division, 6001 Combat Drive, Aberdeen, Maryland, 21005 has a requirement to procure the following: QTY: 3 52382 GIS0001 ArcGIS for Desktop Advanced Concurrent Use License Start Date: 08/01/2016 End Date: 07/31/2017 QTY: 2 88282 GIS0400 ArcGIS Spatial Analyst for Desktop Concurrent Use License Start Date: 08/01/2016 End Date: 07/31/2017 Under the authority of FAR 6.302-1, only one responsible source and no other will satisfy agency requirements, the Government intends to award a firm-fixed price sole source contract to ESRI, Inc., 380 New York Street, Redlands, CA, 92373, a large business. ESRI is the sole source manufacturer and provider of maintenance for this software. The associated North America Classification Systems (NAICS) Code is 511210 and the Business Size Standard is $3.5 million. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capability to respond to the requirement. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Interested persons may identify their interests and capability to respond to this requirement no later than 2:00 PM Eastern Time, Monday, August 15, 2016. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
