- This is a Sources Sought Notice as defined in FAR 15.201(e). This is NOT a solicitation for proposals or quotations. The Department of Veterans Affairs, Network Contracting Office 21 (NCO 21) is requesting information to determine if there is any Service Disabled Veteran-Owned Business (SDVOSB), Veteran-Owned Small Business (VOSB), Small Business or other Open Market Source that can provide a secure web-based image management system to the VA Palo Alto Healthcare System (VAPAHCS) located at 3801 Miranda Avenue, Palo Alto, California, 94304. The purpose of this notice is for market research purposes to gain knowledge of qualified sources to determine an acquisition strategy. The NAICS Code applicable to this requirement is 339112, Medical, Surgical and Medical Instrument Manufacturing with size standard of 500 employees. The secure, web-based image management system shall meet the following technical requirements: Secure, web-based image management system for image viewing within and across VAPAHCS sites; shall have the capability to be hosted locally or in the cloud, accessible via Mac or PC and compatible with any browser; shall be accessible from any computer and not requiring separate licenses for each computer used to access the images; shall have complete functionality with all devices including, but not limited to Zeiss, Heidelberg, Topcon and Haag-Streit, and not manufacturer-specific; Shall have a dedicated iPad application; shall have the capability to support satellite locations across multiple offices via a central server. Qualified parties are invited to respond. Responses shall include the company name, address, point of contact, phone and fax numbers, e-mail address, DUNS number and capability statement. E-mail responses to the Contracting Officer at Cristina.lansangan@va.gov no later than August 2, 2016 at 4:00pm PST. This notice shall not be construed as a commitment by the Government to issue a solicitation or make an award, nor does the notice restrict the Government to a particular acquisition approach. A response to this Sources Sought Notice is not a request to be added to a prospective bidder's list or to receive a copy of the solicitation. Interested offerors must respond to the solicitation, if issued, in addition to responding to this Sources Sought Notice.
