Description: This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number for this requirement is NIH-O D4223951 and this is a Request for Proposals (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-88-1 dated June 15, 2016. The NAICS code for this requirement is 541511 for $27.5M. The Statement of Work is attached. The Period of Performance will be September 28, 2016 through September 27, 2017 for the base year and four (4) option periods. FAR Pt. 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition and a statement regarding any addenda to the provision. FAR Pt. 52.212-2, Evaluation-Commercial Items is applicable. Deliverables •· Kick-off meeting within five (5) business days after signing the contract •· Weekly or bimonthly status meetings •· Monthly Status report that will list completed work for the period, outstanding issues, problems, resolutions and plans for the next month's activities •· Track and maintain accurate billing and burn rates. Alert, immediately and in writing, NINR of potential for any overages in work hours that may cause the contract to run out of hours before the end of the current period of performance. •· Provide accurate monthly invoices on time - within 15 days of close of month •· Training of NINR staff members; administrator training, advance user training and stakeholder education, •· Provide a Process Plan for each task; includes a flow diagram, inputs/outputs and a design document, •· Development of approved tasks, •· SharePoint Administrator support, •· Website migration as new releases are tested by the host site •· Implementation Plans. Proposals will be evaluated on : Evaluation Criteria The government will be evaluating the proposals on a best value basis using Tradeoffs. The evaluation factors are listed below, with the weight of each factor attributed each Non-Price Factor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor prior to the end of the period of performance. 52.217-9 Option to Extend the Term of the Contract. As prescribed in 17.208 (g), insert a clause substantially the same as the following: Option to Extend the Term of the Contract (Mar 2000) (a) The Government may extend the term of this contract by written notice to the Contractor prior to the end of the period of performance provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 30 days before the contract expires. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 4 years.
