THIS IS A SOURCES SOUGHT NOTICE ONLY. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to identify potential offerors for market research purposes and to determine whether to set-aside the requirement for small business concerns for the upcoming Request for Proposals (RFP) for: Treat and Maintain Cooling Towers, Boilers, and Closed Loop Systems, Naval Hospital, MCB Camp Lejeune, NC Naval Facilities Engineering Command Mid-Atlantic is specifically seeking 8(a) Small Businesses, HubZone Small Businesses, Service Disabled Veteran Owned Small Businesses, Women Owned Small Businesses, Economically Disadvantaged Women Owned Small Businesses, or other Small Businesses with current relevant qualifications, experience, personnel, and capabilities to perform the proposed requirement. The work includes, but is not limited to, providing chemical treatment, testing, and cleaning of boiler water, cooling water, and closed loop hot/chill water systems. Services to be performed include, but are not limited to, boiler protection against scale and oxygen corrosion utilizing an oxygen scavenger and corrosion control agent; Steam line and condensate handling equipment protection against corrosion utilizing an agent which reduces the quantity of corrosion products returned in condensate and reducing metal oxide boiler sludge; Cooling water protection against corrosion, scaling and microbiological control utilizing agents that prevent scaling, corrosion, and microbiological growth on heat transfer surfaces and in water distribution systems; Reducing cooling water risk of legionella forming bacteria utilizing agents that reduce the risk of bacteria formation; Hot and chilled water closed loop system protection against organic corrosion utilizing inhibitor agents. Procurement Method: Streamlined Procedures for Evaluation/Solicitation for Commercial Items The North American Industry Classification System (NAICS) Code for this procurement is 221310, Water Supply and Irrigation Systems. This is a new contract. The contract term will be a base period of one year plus four option years. The total term of the contract, including all options, will not exceed sixty (60) months. If the Government does not award a follow-on contract in time, the Government may require the Contractor to continue performance for an additional period up to six months under the Option to Extend Services clause. In either case, the Government will not synopsize the options when exercised. This is a new procurement. It does not replace an existing contract. No prior contract information exists. The proposed contract listed here is being considered for a set-aside. Interested small business concerns should, as early as possible but not later than 14 days of this notice, indicate interest in the acquisition by providing to the contracting office evidence of capability to perform and a positive statement of eligibility as a small business concern. Information on any subcontracts shall be included with the capability statement or the statement of interest will not be considered. The capability statement shall include the following: Ability to meet all technical requirements outlined in this notice Active in the System for Award Management Registration (SAM) with: oDUNS number oCAGE code Representations as Small Business or other Small Business Concern Type Small Business classification for NAICS Code 221310 If adequate interest is not received from small business concerns, the solicitation will be issued as unrestricted without further notice. Notifications of interest must be submitted in writing via email; phone calls will NOT be accepted. Interested parties should respond as soon as possible but no later than close of business 9 August 2016.
