- Request for Information (RFI)/DRAFT Request for Proposal (RFP): Legal Based Case Management System COMMODITY FUTURES TRADING COMMISSION (CFTC) intends to issue a solicitation for Legal Case Management System software and support. In connection with that solicitation, the CFTC is releasing a Request for Information (RFI)/DRAFT Request for Proposal (RFP), which is included as an attachment to this notice. It is anticipated that the requirement will be competed using full and open competition procedures with no set-asides. We invite your comments on the draft RFP and potential offerors are encouraged to comment on all aspects of the draft RFP, including the: • Statement of Work • Additional Terms and Conditions; • Quotation Preparation Instructions; • Evaluation Methodology and Criteria; Potential offerors should identify unnecessary, unclear or inefficient requirements. Additionally, please address the following questions: 1. Is it clear that the Statement of Work requirements are asking for legal based Case Management System that is a commercially off the shelf product? If not, what specific information and/or clarifications are needed? Additionally, do the requirements enable you to propose a realistic technical solution? 2. Under a software pricing model that is not based on an enterprise licenses, please recommend how to capture the change in the maintenance and support pricing in the instance additional users are added in Part II - Pricing of the draft RFP. 3. Is there anything in the preparation instructions and evaluation criteria that are contradictory or otherwise ambiguous? If so, please provide specific comments with recommendations. 4. Are the proposal preparation instructions clear on what is required to be included in the technical volume of the proposal? If not, please provide specific comments with recommendations. 5. Are the page limitations for the proposals, as set forth in Part III of the draft RFP, reasonable? If not, please suggest changes. 6. In the response, please indicate your firm's size standard (i.e. small business, or other than small business). 7. Please include an estimated price. All communication in response to this RFI shall be directed to Contracting Officer Susan Hong, who may be contacted on (202)418-5562 or by e-mail at shong@cftc.gov. All responses to the RFI shall be in writing, and are due by 5:00pm EST on August 9, 2016. Please ensure that the subject line of the e-mail response includes "RFI/Draft RFP Response: Legal CMS". Please note that all communications, feedback, and recommendations concerning this notice, the RFI and draft RFP will be used solely for information and planning purposes. The Government will not provide answers/responses to questions submitted in response to this Pre-Solicitation Notice. However, the Government will provide potential offerors an additional opportunity to submit questions once the solicitation is issued. As a result, the Government will provide answers to potential offerors questions during the Question/Answer phase of the solicitation. Potential offerors are advised that the RFI/draft RFP is not a solicitation, and a contract will not be awarded as a result of the RFI/draft RFP.
