Description
Modification #1: Reference is made to the June 21, 2016, announcement, reference number 2016-31010A, inviting submission of qualifications and proposal data for the Indonesia Eastern Airspace Aviation Safety Technical Assistance. USTDA has received inquiries as to whether fees/profits are allowed in the prime contractor and its subcontractors' proposals. In response, per the RFP 1.3, the USTDA grant of $718,000 is a fixed amount and cost proposals should not be submitted. Indonesian procurement law allows for private firms to gain profit, as long as it is reasonable and proper for the Indonesian market. USTDA has received inquiries regarding the contract type. In response, as stated in RFP 1.4, USTDA has provided a grant in the amount of $718,000 to the Grantee, which is a fixed amount. The funding provided under the Grant Agreement shall be used to fund the costs of the contract between the Grantee and the U.S. firm selected by the Grantee to perform the TOR. The contract is between the U.S. firm and the Grantee and is not a contract under Federal Acquisition Regulations. USTDA has received inquiries regarding audit requirements for prime contractors and subcontractors. In response, USTDA mandatory contract clauses must be applied to all subcontract agreements. If USTDA chooses to audit, both prime contractors and subcontractors are subject to such audit. USTDA has received inquiries regarding a phone number for proposal delivery/submission. The RFP has been amended, and the phone number is +62-021-350-6451. USTDA has received inquiries regarding who conducted the Definitional Mission. The answer is Emerging Markets Infrastructure, LLC. USTDA is making this information available for the benefit of all prospective bidders. The response date for this RFP remains 5:00 PM local (Jakarta) time on August 19, 2016.
