Description
This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this sources sought must be in writing. The purpose of this sources sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses, 8(a), HubZone and other Small Businesses interested and capable of providing the services described below. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Responses to this notice shall include the following: (a) company name (b) address (c) point of contact (d) phone, fax, and email (e) DUNS number (f) Cage Code (g) Tax ID Number (h) Type of small business, e.g. Services Disabled Veteran Owned small Business, Veteran-owned small business, 8(a), HUBZone, Women Owned Small Business, Small disadvantaged business, or Small Business HUBZone business and (i) must provide a capability statement that addresses the organizations qualifications and ability to perform as a contractor for the work described below. VA Cooperative Studies Program Clinical Research Pharmacy Coordinating Center 2401 Centre Avenue, SE Albuquerque, NM 87106-4180. The Department of Veteran Affairs (VA) Cooperative Studies Program Clinical Research Pharmacy Coordinating Center (CSPCRPCC) has a requirement to service, maintain and refuel two emergency power generators (Models 450ROZD71 & 100REOZJB) year round to ensure emergency power should the facility experience a power outage. CSPCRPCC maintains three pharmaceutical, packaging and medical device ware houses, as well as two pharmaceutical cold chain freezers, totaling 21,038 square feet. Materials housed in these areas contain critical one of a kind drug. Additionally CSPCRPCC also maintains and operates, -200 ° to 250 ° C +/-2.5 ° C bio-repository holding tanks and -90 ° to 25 C,+/- 0.5 ° C freezer's; five clean rooms, where drug compound materials are housed and used to perform drug manufacturing daily. Over fifty pieces of manufacturing, and packaging equipment are housed throughout the facility that are consistently operational so as to meet all veteran patient study projects that are ongoing and in a trial basis. The use of these emergency standby power generators is critical to the continued operation of the environmental monitoring system in place which monitors for humidity and dew point perimeters as well as to the continued operation of both cold storage freezers and -200 ° to 250 ° C +/-2.5 ° C bio-repository holding tanks and -90 ° to 25 C,+/- 0.5 ° C freezer's. If a power failure was to occur; temperature, and humidity increases could reach negative thresh hold range rendering all bulk, packaged and drug compounds currently stored in warehouses to be out of change specification and become non distributable. Cold storage freezers and bio tanks would not operate. This possibility of losing power would, potentially cause CSPCRPCC to lose millions of dollars in value as well as the critical need of veteran patients requiring this study medication for their health and safety. 6.SCOPE. a.Perform semi-annual level I maintenance service and inspection and an annual level II and maintenance service and inspection on the emergency standby power generator on Model 450ROZD71/100REOZJB. Include parts, labor and mileage. b.Perform an annual load bank test on the emergency standby power generator (Model 450ROZD71) to include setup, breakdown and load bank equipment. c.Refuel both emergency standby power generators with dyed diesel #2 fuel (per gallon), as needed. d.Emergency after hour call desk to include all holidays "One (1) hour response time 24 hours, seven (7) days a week. f.Travel time and mileage. 7.SPECIFIC TASKS. 7.1Task 1 - Perform semi-annual level I maintenance service and inspection and an annual level II and maintenance service and inspection on the emergency standby power generator (Model 450ROZD71): Vendor will perform all required steps and procedures necessary to meet the specific requirements called out for each level of maintenance task. "Semi-Annual Level I maintenance service and inspections, including a detailed parts listing required, labor and mileage driven per service period. "Annual Level I maintenance service and inspections, including a detailed parts listing required, labor and mileage driven per service period. 7.2Task 2 - Perform annual load bank test on emergency standby power generator (Model 450ROZD71): Vendor will setup test equipment and load bank equipment. In order to perform all required testing procedures, ensuring the power generator will meet the power and load rate requirements during a facility power failure. 7.3Task 3 - Perform semi-annual level I maintenance service and inspection and an annual level II and maintenance service and inspection on the emergency standby power generator (Model 100REOZJB): Vendor will perform all required steps and procedures necessary to meet the specific requirements called out for each level of maintenance task. "Semi-annual level I maintenance service and inspections, including a detailed parts listing, required labor and mileage driven per service period. "Annual level I maintenance service and inspections, including a detailed parts listing, required labor and mileage driven per service period. 7.4Task 4 - Perform annual load bank test on emergency standby power generator (Model 100REOZJB): Vendor will setup test equipment and load bank equipment in order to perform all required testing procedures, ensuring the power generator will meet the power and load rate requirements during a facility power failure. 7.5Task 5 - Refuel both emergency standby generators with dyed diesel #2 (per gallon) as needed. "Vendor will check fuel level per each site visit and fill each generator as needed. "Vendor will provide fair market value on fuel cost per gallon to be charged to the CSPCRPCC at the time of delivery. 8.PERFORMANCE MONITORING. All contractor(s) are required to present a valid ID (driver's license or government issued ID) to our Security Officer(s) in order to be physically checked in and given a visitor's badge. Contractor(s) must wear their visitor's badge and be escorted by a CSPCRPCC staff member at all times while in the facility. The contractor will not have access to any IT networks or patient information. The C&A requirements do not apply and a Security Accreditation Package is not required. Important information: The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. The VA is mandated by Public Law 109-461 to consider a total set-aside for Service Disabled Veteran Owned Small Business set aside. However, if response by Service Disabled Veteran Owned Small Business firms proves inadequate, an alternate set-aside or full and open competition may be determined. No sub-contracting opportunity is anticipated. The North American Classification System (NAICS) code for this acquisition is 811219 ($20.5M).
