- The U.S. Geological Survey (USGS), Forest and Rangeland Ecosystem Science Center (FRESC), Corvallis, OR intends to make a non-competitive award to Mark P. Miller, Corvallis, OR in accordance with FAR 13.106-1 (b) to purchase services to carry out population genetic, phylogeographic and pedigree analyses for Spotted Owls based on mitochondrial DNA data and microsatellite data being generated in the USGS FRESC Conservation Genetics Lab for Northern and California Spotted Owls as well as demographic data collected in the field and pedigree information collected from the >25 long-term demographic sites. Dr. Miller is an internationally-renowned bioinformaticist whose expertise lies in statistical analyses of molecular data as well as modeling and software development for complex molecular data from wildlife populations. Dr. Mark Miller is unique in that he has three necessary skills (analysis, modeling, and software development for molecular data from wildlife populations) as they relate to large molecular data sets. Further, these analyses will require new advances in modeling and analytic techniques conceived by Dr. Miller. He is uniquely qualified to address the large and complex issues related to Spotted Owl molecular data, and thus to perform this work. This requirement is a commercial item prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. All responsible sources may submit a quote which shall be considered by the agency. This notice and any resulting solicitation or purchase order conforms to the requirements in place through FAC 2005-89, dated 14 Jul 2016.
