- SOLICITATION NOTICE OF AMENDMENT Action Code: Z Date: July 26, 2016 Request for Quotation No. P16PS01677/0001 PSC: Z2JZ Roof Replacement on Six Comfort Stations Pinnacles National Park, San Benito County, California The purpose of this amendment is to notify interested contractors that the mastic around the vent pipes has tested positive for asbestos. Please see the revised Statement of Work for details. DESCRIPTION: The National Park Service (NPS), has a requirement for the removal and replacement of roofs on six comfort stations at the Pinnacles Campground and vicinity located in Pinnacles National Park, San Benito County, California. The work will consist of providing all labor, qualified supervision, materials, tools, equipment, supplies, technology and incidentals required to remove the built-up roofing material, wood deck sheathing, soffit and fascia, damaged joists, prepare existing surface for new roof material and install new built-up roof, wood deck sheathing, drip edge, flashing, soffit/fascia to the six comfort stations in accordance with the scope of work, building codes and manufacturers specifications. The buildings do not have climate control and do not require cool roof construction. TYPE OF CONTRACT: This will be a single firm-fixed price construction contract and expected to be awarded in late August 2016. Award will be made to only one successful offeror. Construction Wage Rates (Davis-Bacon Act) will apply. PERIOD OF PERFORMANCE: The period of performance will be 120 calendar days from the date the Notice to Proceed is received by the Contractor. MAGNITUDE OF PROJECT: Between $25,000 and $100,000. NAICS CODE: The North American Industry Classification System (NAICS) Code assigned to this solicitation is 238160, Roofing Contractors. SET ASIDE: This opportunity is set-aside for Service Disabled Veteran-Owned Small Business Concerns in accordance with FAR 19.1405. All responsible sources may submit a quotation which shall be considered by the National Park Service. LIMITATIONS ON SUBCONTRACTING: In accordance with 13 CFR 125.6(b) An SDVO SBC prime contractor can subcontract part of an SDVO contract (as defined in § 125.15) provided: (3) In the case of a contract for construction by special trade contractors, the SDVO SBC spends at least 25% of the cost of contract performance incurred for personnel on the concern's employees or the employees of other SDVO SBCs. SMALL BUSINESS SIZE STANDARD: $15 million average annual gross receipts for the past three years. SITE VISIT: An organized site visit has been scheduled for Thursday, July 7, 2016 at 10:00 a.m. The site visit should last approximately 2 hours. See Section L of the attached Provisions and Clauses for more details. Offerors are encouraged and expected to attend the scheduled site visit, to inspect the site, and the conditions that may affect the cost of the products and performance. In no event shall failure to inspect the site constitute grounds for a claim after contract award.
