Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation No. P16PS02006 is issued as a Request for Quotation. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-88. NAICS code 115310 applies to this requirement, which has been set-aside for small businesses, and small business standard is $7.5 million. The Contract Line Item Numbers (CLINs) are as follows: CLIN 10 - Base: Initial treatment Jubata grass main area (1 LS) CLIN 20 - Base: Follow-up Treatment Jubata grass main area (1 LS) CLIN 30 - Option: Initial Treatment Jubata grass outliers (1 LS) The National Park Service, Point Reyes National Seashore, has a requirement for the control of approximately 2.63 combined gross infested acres (about 0.74 net infested acre)* of a high-priority perennial invasive plant species, Jubata grass (Cortaderia jubata) across a 9.4-acre treatment zone within the Phillip Burton Wilderness. An option item covers 13 outlying patches nearby, compromising 0.074 gross (0.03 net) infested acres of Jubata grass across about 25 landscape acres. The period of performance is 9/1/2016-12/31/2017 and services are to be performed at Point Reyes National Seashore. The following clauses apply to this acquisition and are incorporated by reference: FAR 52.212-1, Instructions to Offerors -- Commercial FAR 52.212-2, Evaluation -- Commercial Items (if used, include the following: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) Technical Capability of Key Personnel; (ii) Past Performance and Previous Experience Conducting Manual and Chemical Invasive Plant Control In Sensitive Natural Habitats (iii) Price Non-price factors, when combined, are equal to price. FAR 52.212-4, Contract Terms and Conditions -- Commercial Items FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders -- Commercial Items and a statement regarding which, if any, of the additional FAR clauses cited in the clause are applicable to the acquisition.
