- Description
- The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to enter into sole source negotiations with Epsilon System Solutions (Chesapeake, VA) for the procurement of Integrated Launch and Recovery Television Surveillance System (ILARTS) Control Console. This procurement includes: ILARTS Control Console P/N 628753-1, Island Support Electronic Rack P/N 628868-1, 1 ea. Spot 7 Video/ data Transceiver Assembly P/N 628567-1, 1 ea. Digital Video Input (DVI) Junction Box P/N 628568-1, 12 Camera Junction Boxes P/N 628510-1, 2 ea. Camera Mount Assembly P/N 628498-1, 14 ea. 10.4" Monitor P/N 1001122, 1 ea. Data Junction Box P/N 520893, 3 ea. Strain Relief Bracket Assembly P/N 628566, 1 ea. Pan Tilt Zoom (PTZ) Controller Assembly 628575 and 2 ea. Center Line Camera Assembly's. This procurement also consists of the following components that are proprietary to Epsilon Systems Solutions: 19" Display P/N 1001322-100, 24" Display P/N 1001049-100, Retainer Front Door Bracket for Bosch Matrix Switch P/N 1001126, Side and Back Rack Bracket/Support for Bosch Matrix Switch P/N 1001148/1001149/1001150, Retaining Power Cord Bracket P/N 1001212, Mounting Bracket for Video Encoder P/N 1001215, Mounting Bracket for Speed Controller P/N 1001253, Mounting Bracket for Distribution Amplifier P/N 1001268, Bracket for Bosch Keyboard Module P/N 1001392. This procurement is not a small business set-aside. The NAVAIR Office of Small Business Programs concurs. The Government intends to award a Firm Fixed Price contract for this requirement under the authority of 10 USC 2304 (c) (1), as implemented by FAR 6.302-1. The Government does not possess rights to the data to permit full and open competition. All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the response to this notice is solely within the discretion of the Government.
