Solicitation RFP NRL-16-R-LO01 System Requirements/ Specifications Attachment 2 Statement of Work Attachment 1 Exhibit A CDRL's A003 Exhibit A CDRL's A002 Exhibit A CDRL's A001 Past Performance Questionnaire Attachment 3 The Naval Research Laboratory is seeking a company to develop amplifiers to their specifications. The amplifier equipment shall be installed in a modular shipping container enclosure with a lockable swing door at one end. In-addition to the amplifier equipment the enclosure shall have the following features: an electrical wiring and internal wiring, ceiling lights, cooling /heating systems, 19" equipment rack shock mounted to the floor and ceiling. The container dimensions: outside-20ft (L) x8ft (W) x 8ft (H). The container attributes: door opening one of the small ends (8ft) (W) x (8ft) (H) w/locking mechanism, anti-static flooring, forklift pockets, shelter will be constructed with Corten Steel with Marine Grade epoxy paint or similar and fully insulated. These high power amplifiers are intended for use in the high frequency over-the-horizon radar experimental and prototyping applications, thus performance, flexibility, and mobility are key characteristics. Each high power amplifier is required to be package in a transportable environmentally controlled outfitted similar to a mobile laboratory. The high power amplifiers must have controllable instrumented amplifiers equipment that can be operated as independent channels or combine to achieve fewer power outputs. It is desired to have 16 output channels each rated at 2kw output power and high efficiency. The amplifiers need to exhibit exceptional linearity capable of reproducing complex radar waveforms with both amplitude and phase modulation. SUBMITTAL INSTRUCTIONS: All proposals shall be submitted in accordance with FAR 52.215-1- Instructions to Offerors-Competitive Acquisition. Proposals/offers submitted in paper media through the United States Postal Service (USPS) or delivery services shall be addressed: Contract Specialist, ATTN: Lorenza Barnes, Code 3420 RFP No. N00173-16-R-LO01 Closing Date: 24 August 2016 Time: 4 pm/local time Naval Research Laboratory 4555 Overlook Avenue, S.W. Washington, D.C. 20375 Proposals may be hand delivered to the Contracting Office, NRL, 4555 Overlook Avenue, S.W., Washington, D.C. 20375, Building 222, Room 115 between the hours of 8AM until 4PM, local time, excluding weekends and federal holidays. NRL is a controlled-access facility. Photo identification will be required. Report first to Building 72, Visitor Control for access to NRL. After receiving a Visitor Pass, proceed directly to Building 222, Room 115, Contracting Office Receptionist to deliver the proposal. All offerors shall allow sufficient time for delivery of their proposal to the Contracting Office prior to the closing date and time announced in the solicitation. Detention at the NRL gate or failure to adhere to the procedures provided herein will not be considered an exception to timely proposal delivery as addressed in FAR 52.215-1, "Instruction to Offerors- Competitive Acquisitions ". Directions and additional information about NRL is available at http://www.nrl.navy.mil/visitor-info/planning-a-visit/ If proposals/offers are submitted through the United States Postal Services or other delivery service, the Offeror shall provide the tracking number assigned to the package to the Contract Specialist prior to the closing date and time of the solicitation. The tracking number shall be emailed to Lorenza.Barnes@nrl.navy.mil with the name of the Offeror and delivery service. Offerors hand carrying proposals shall contact the Contract specialists at least 48 hours prior to arriving at NRL to make arrangements and obtain directions. Packages should not be sealed as they are subject to inspection. The Contract specialists will receive the proposal and provide the Offeror with the time and date of delivery.
