- Ellsworth Air Force Base is seeking an interested business capable of performing a Paving IDIQ. The acquisition will be conducted in accordance with Federal Acquisition Regulation (FAR) Part 15 procedures. The description of work will be identified in each individual delivery order. Performance and payment bonds will be required per individual delivery order in accordance with FAR Part 28. Projects under this IDIQ contract will consist of construction work based on a general statement of work further defined within each individual delivery order. The performance period for this Paving IDIQ contract will be a five (5) year contract beginning approximately November 2016 through October 2021. Requirements issued under the Paving IDIQ will be Request for Proposals. The Statement of Work (SOW) shall define the requirement in detail by Civil Engineering to include the appropriate performance period for each requirement taking into account the complexity of the project, time of year when the work is to be accomplished, and if phasing of work would be applicable. Each SOW shall clearly define the requirements and Bid Schedules shall be clear and concise when identifying optional quantities, additives/deductive and phasing of work. A site visit will be held for each requirement and each SOW shall clearly define the requirement and the Bid Schedule shall be clear and concise when identifying quantities and phasing of work. Performance and Payment bonds will be required, as applicable, and will be provided at the project preconstruction meeting where issuance of the Notice to Proceed Construction will take place. Work to be performed under the Paving IDIQ will be within The North American Industry Classification System (NAICS) code, 237310, Site Preparation Contractors, under Sector 23 Construction, Subsector 237 Heavy and Civil Engineering Construction, Size Standard $36.5M. IAW FAR 36.204, the project magnitude for this contract is between $5M and $10M. Contract award minimum guarantee will be $2K per award over the life of the contract. The intent is to award one (1) contract from this solicitation. This is a 100% Small Business Set-Aside. The anticipated RFP issue date has not been determined but will be no sooner than 15 days after this posting date. The final solicitation and RFP documents will be available for download electronically on the Federal Business Opportunities website. Paper copies will not be available The closing date and time for submission of offers will be contained within the solicitation package. Once the solicitation is posted, it is imperative that interested parties review the website frequently for any updates/ amendments to any and all documents. Contractor's submitting a proposal must have a Cage Code and be registered in the System of Award Management (SAM) at https://www.sam.gov. Registration requires applicants to have a DUNS number from Dunn & Bradstreet.
