- J&A and Product Description The Government has a requirement to procure annual license for Facilitate Pro Server upgrades and maintenance and unlimited phone or email support for users of the software system. The Army Contracting Command - Redstone Arsenal (ACC-RSA) under the authority of the Federal Acquisition Regulations (FAR) Part 13, Simplified Acquisition Procedures, and Federal Acquisition Regulations (FAR) 6.302-1 entitled, "Only one responsible source and no other supplies or services will satisfy agency requirements", as supplemented in the J&A and product description attached in this notice. This announcement constitutes the only combined synopsis/ solicitation; any offers will be considered; however, it is the Government's intent to award a sole-source purchase order to Facilitiate.Com. In accordance with FAR 6.302-1, the Government intends to award a sole source contract for services to allow Electronic Meeting Systems (EMS) facilitators the ability to provide an efficient manner for gathering requirements, systems analysis, strategic planning, policy standards and development, organizational surveys and consensus building on critical organizational issues for customers under the AMC umbrella. The Contractor shall furnish all personnel, equipment, labor, tools, materials, supervision, transportation and other items and services necessary to perform related services in support of this requirement. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government. The following factors shall be used to evaluate offers: Technical capability and price. Award will be made to the lowest price technically acceptable offer. Please see the attached Documents further information. The offeror agrees to hold the prices in it offer firm for 30 calendar days from the date specified for receipt of offers. Delivery is FOB Destination, 30 days after the date of contract award.
