- The Department of Justice (DoJ), Office of the Inspector General (OIG), Washington D.C. intends to issue a sole source purchase order in accordance with FAR 6.302-1 with a performance period from September 1, 2016, through August 31, 2017. The purchase order will be issued to Wolters Kluwer Financial Services, inc. for 215 annual TeamMate Software licenses. The description of the work to be performed through these licenses: The DoJ OIG Audit Division (AD) requires software to prepare audit documentation and to conduct audit management. The AD first acquired TeamMate software about 13 years ago and most of its staff have completed formal training on this software in past years; AD staff is now very well versed in the software because it has extensive training and experience using it. It is in the government's best interest to continue utilizing this software. It is exteremely important to insure continuity of efficient audit operations. If the government were to procure new software, it would have to take into account the substantial learning curve and start up costs to re-teach its audit professionals and incorporate all necessary data into the new software. The statutory authority permitting other than full and open competition is 41 U.S.C 253 (c)(1) as cited in FAR 6.302-1, 'Only one responsible source and no other supplies or services will satisfy agency requirements.' Wolters Kluwer is the sole source for TeamMate software in the United States. This purchase order is therefore issued as a sole source to Wolters Kluewr to ensure on-going use of TeamMate software to avoid inefficiencies that would result if the AD would be required to learn a new software and transfer data. Wolters Kluwer has been providing the TeamMate software for several years and is fully capable of continuing to perform for the period of performance of this resulting order. This notice of intent is not a request for competitive proposals, as no solicitation package will be issued. However, if a firm believes it can provide software on which the AD can work, train the AD employees, and transfer all necessary and relevant information, it may give notification via e-mail to Christie Deskiewicz, Contracting Officer, at christie.m.deskiewicz@usdoj.gov no later than August 3rd, 2016, 2:00 p.m., EST. The Government will review all responses without prejudice, whether or not the Government initially determines that another firm is fully-qualified to fulfill the requirements.
