Description
Justification for Other than Full and Open Competition-PR-0010222 PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time sole source contract with TA Instruments- Waters LLC, 159 Lukens Drive, New Castle, DE 19720 for the purpose of procuring a Discovery Mass Spectrometer. In accordance with the explosives characterization research and testing efforts, the FBI requires the ability to directly and accurately measure and analyze the chemical compositions of decomposition products while using the Thermal Gravimetric Analyzer (TGA). To properly measure these essential parameters a specialized mass spectrometer is required. The Discovery Mass Spectrometer is the only instrument found to meet the FBI's technical requirements listed below. Technical Requirements: 1. System must have a mass range of 1-300 amu 2. System must have a mass resolution of >0.5amu 3. System must have a sensitivity of <100ppb 4. System must have an closed electron ionization source 5. The system must have a sample pressure of 1 atm 6. The system must have a stainless steel capillary with an inner diameter of 0.22mm 7. System must have Faraday and Second Electron Multiplier detectors a. The operator must be able to switch between the two detectors 8. System must have bar graph and peak jump data collection modes 9. The system must have scanning speed of >50amu/sec for bar graph data collection and >64 channels/sec for peak jump data collection 10. The system must have a transfer line temperature of 300ºC 11. The system must have a flexible 1.8m transfer line 12. System must have dual filaments that are changeable by the operator 13. System must be provided with a quartz evolved gas analysis furnace tube with furnace windings outside the tube 14. System must be a bench top unit no larger than 24 x 10 x 16 inches 15. System must easily couple with the TA Instruments Q500 TGA instrument 16. The system must allow for basic maintenance by the operator 17. System data collection must be controlled by the TGA instrumentation. a. System must have the ability to start and/or stop the MS at any time during the TGA run 18. System must come with its own software and option for Wiley and NIST mass spectrometer libraries 19. The software must be able to easily output graphs and tables to the TA Universal Analysis software for display a. The data must be automatically plottable with the TGA data 20. The software must be able to display data results in various graphical formats, such as bar and scatter graphs, including appropriate error bars Based on market research conducted and contacts made with knowledgeable individuals within the government and related industry, it has been determined the FBI's requirement can only be provided by TA Instruments as they are the sole-manufacturer and distributer of the Discovery Mass Spectrometer. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 334516, Analytical Laboratory Instrument Manufacturing; the size standard is 1,000 employees. The FBI intends to negotiate with only one source under the authority of FAR 6.302-1. A determination by the Government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government. Vendors must be registered in SAM, effective July 29, 2012 to receive government contracts. The FBI uses a financial system that has a direct interface with SAM. Please ensure that your company's SAM information is updated and accurate. This includes TIN, EFT, DUNS, addresses and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
