- The United States Government intends to solicit and negotiate with only one source under the authority of FAR Part 13.106(b)(1)(i) "Only one responsible source and no other supplies or services will satisfy agency requirements." The Government intends to solicit and negotiate with Red Lotus Technologies, Inc. 2672 Bayshore Parkway, Suite 820 Mountain View, CA 94043 for Visualization and Signature Technology (VaST) handheld Counter-Improvised Explosive Device(s) (C-IED) detector training systems and sustainment support. This notice of intent is not a request for competitive proposals. However, this notice does function as a Request for Information (RFI) for offeror's who believe they can meet the Government's requirement (see Section 9 below). Any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government. Requirement: The Government requires 28 commercially available production level VaST systems, spare parts blocks, and operator training. The VaST system provides visual display for the trainer of the students' swing techniques and marks all mistakes made while operating handheld C-IED detection systems. These mistakes are difficult to observe by an instructor without the use of a Graphical User Interface (GUI), a key material component of the system. The VaST system greatly increases training efficiency and effectiveness, thus reducing the burden on the instructors and the overall training time required to gain proficiency in the use of the various handheld detectors currently deployed. No other portable training aid exists that is compatible with all of the currently fielded handheld detectors and is a proven system capable of satisfying Government requirements.
