- The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b) (1), with TSI Incorporated of 500 Cardigan Road, Shoreview, MN 55126. The sole source justification is based on the following: The National Institute of Standards and Technology (NIST) has a requirement for the purchase of an instrument that can interact with a TSI, Inc. Model 3080 Scanning Mobility Particle Size (SMPS) spectrometer that is already owned by NIST. The instrument must not only operate at both low concentrations and small sizes, it must also be capable of controlling the SMPS instrument via a BNC cable and capable of interfacing with the proprietary Aerosol Instrument Manager (AIM) software distributed by TSI, Inc. for use with their SMPS systems. TSI Incorporated. is a small business manufacturer for the Analytical Instrument required Model 3775 and the only source available to supply the required instrument. The NAICS Code is 334516 with a size standard of 1,000. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by 9:00 am ET August 3, 2016, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
