- This is a Pre-Solicitation Synopsis for the Army Contracting Command - Rock Island (ACC-RI), on behalf of the Office of the Project Manager Combat Ammunition Systems (OPM CAS), for solicitation W52P1J-15-R-0164, which serves as notification to industry of the sole source procurement of Military-Grade Black Powder, Classes 1 through 8, per MIL-P-223C with Amendment 2. The anticipated date for contract award is on or about 25 January 2017. The Black Powder, Classes 1 - 8, to be procured will be used in various military applications, such as expelling charges, igniter bags, and artillery salute cartridges. The proposed action is for a Firm-Fixed-Price (FFP), sole source, requirements contract with GOEX Powder Inc. in accordance with FAR 6.302-3, with five one-year ordering periods to cover FY17 - FY21 OPM CAS requirements for Black Powder, Classes 1 - 8. The NAICS code for this procurement is 325920 (Explosives Manufacturing). This is not a request for offers. A determination not to compete this procurement based on response to this notice is solely within the discretion of the Government.
