- The Centers for Disease Control and Prevention (CDC), National Center for Chronic Disease Prevention and Health Promotion (NCCDPHP), intends to award a sole source contract to Marianne Zotti, 360Warwick Dr., Bella Vista, AR 72714-6303 for SME support services for the DRH Emergency Preparedness activities. Results include: Dissemination and application of an existing framework for measuring impact of DRH EPR activities; dissemination of training materials and updates to training materials; design and conduct one conference workshop and one expert panel meeting; and review of evaluations of the Maternal and Child Health Ebola and Zika responses. The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 541690, Other Scientific and Technical Consulting Services. The period of performance for this procurement is 24 months. The purpose of this sole source procurement is to develop scientific products for DRH Emergency Preparedness activities, which specifically focus on emergency preparedness and response to public health emergencies for pregnant and postpartum (P/PP) women and newborns. Subject matter expertise is required for expert development of program materials and trainings, application of a scientific framework for measuring impact of DRH EPR activities specifically designed for P/PP women, and development of scientific manuscripts on the CDC Maternal Health Team emergency responses. The program requires subject matter expertise by a renowned expert in the field, with extensive knowledge and renowned expertise in public health emergency planning for pregnant and post-partum women and their infants, and capability to lead scientific evaluation and publications. This is a highly specialized scientific area in which expertise is rare, and for continuity, requires subject matter expertise from the individual who has previously developed scientific publications, programs, and trainings specifically for and about emergency preparedness for pregnant and postpartum women. The program will benefit from this assistance by enhancing its ability to prepare for and respond to emergencies that affect pregnant and postpartum women. No other vendors were found to possess the level of expertise and experience (including 18 peer-reviewed publications and two post-disaster toolkits specifically for pregnant and post-partum women and their infants) required to carry out this work. FSB was unable to find other vendors with sufficient expertise in Emergency Preparedness for Pregnant and Postpartum Women. Because the individual, Dr. Marianne Zotti, has provided subject matter expertise to the program in the recent past and currently has products underway that directly relate to the products of the requested sole-source contract), she has the programmatic expertise and historical perspective on DRH Emergency Preparedness activities that make her uniquely qualified to perform these tasks with maximum efficiency. Finally, the contract requires the development of two scientific manuscripts and other scientific products. The vendor is uniquely qualified to develop these products with maximum continuity and efficiency, since she has developed similar products on past CDC emergency responses for pregnant and post-partum women. After market research, FSB was unable to find other vendors with sufficient experience and expertise in Emergency Preparedness specifically for Pregnant and Postpartum Women. Having served as a subject matter expert for CDC in the past and published extensively in the field, Dr. Zotti has unique skills, abilities, and knowledge necessary to carry out the scope of work expediently and efficiently. After seeking persons with this combination of skills, it was determined that Dr. Zotti has the specific qualifications and experience to complete the specified tasks. She has published multiple peer-reviewed manuscripts on emergency preparedness for pregnant and postpartum women, has led evaluation activities related to the topic, and is a well-regarded subject matter expert. She is the only source practically and reasonably available due to the unique nature of the task. Having developed the evaluation framework to measure impact of DRH Emergency Preparedness efforts, Dr. Zotti is best suited to apply the evaluation framework. No other vendors were available with the expertise necessary to complete the scientific products needed by the program. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to Marianne Zotti. However, all responsible sources that believe they can meet these requirements may submit their capabilities/qualifications statement to provide the services to Leslie Jones via email ONLY at jxy6@cdc.gov with the solicitation number 2016-Q-65648 referenced in the subject line NO LATER THAN August 9, 2016. A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
