Description
SOURCES SOUGHT 1. Title: Centrifugal and Air-Cooled Chiller Annual Maintenance/ Inspection 2. Purpose: The Michael E. Debakey Veteran Affairs Medical Center (MEDVAMC) hereby issues the following Sources Sought to Request Information (RFI). This RFI is to seek contractors with the capability to provide Houston MEDVAMC with provide all labor, supervision, parts, transportation, management, and personnel required for performing the annual maintenance on government equipment Centrifugal and Air Chiller. Contractor shall also possess the capability to provide and perform all checks and adjustments record on reports and submitted to Contracting Officer Representative (COR). Contractor reports shall be made daily as to what was done, who worked on units, what parts were replaced, and hours worked. Contractor reports shall be in PDF format and e-mailed to the COR by the close of the following day. 3. Objective: To find qualified and certified contractors with the capability to provide annual maintenance on government equipment Centrifugal and Air Chiller. 4. Responses Requested: The MEDVAMC requires the following questions answered in this RFI: Questions that are not provided shall be considered non responsive to the Request for Information. a. Name of Potential Contractor that possess the capability to perform this work. Contractors shall also provide their point(s) of contact name, address, telephone number, and email address; and the company's business size, and Data Universal Numbering System (DUNS) Number. b. Is your company a small business, SDBs, HUBZone, or 8A concern? Please provide proof of qualifications. c. Provide in your capability statement a list of active contracts for commercial, federal, state, and local governments. List Contracts shall provide communication on the government requirement illustrating the capability for comparison. d. Is your company available under any Government Wide Agency Contract (GWAC), General Services Administration Schedules (GSA), Indefinite Delivery Indefinite Quantity (IDIQ), and/or Blanket Purchase Agreement (BPA)? If so, please list the contract number and a brief summary of the products and services provided. e. Provide a short summary of your potential approach to this type of contract and meeting the specific requirements per the draft Statement of Work and your experience managing similar contracts with similar requirements for the MEDVAMC.. The summary shall also address the following: f. Provide an explanation of how your company will provided annual maintenance on government equipment Centrifugal and Air Chiller. 5. Opportunity: The MEDVAMC,is seeking information from potential contractors on their ability to provide this service. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. Small Business Concerns are encouraged to provide responses to this RFI in order to assist the MEDVAMC in determining potential levels of competition available in the industry. Contractor shall possess the capability to provide all requirements per draft statement of work. 6. Instructions and Response Guidelines: RFI responses are due by Friday July 29, 2016 at 2:00 pm (CST); size is limited to 8.5 x 11 inches, 12-point font, with 1-inch margins in Microsoft Word format via email to anthony.marion2.gov. All Questions shall be submitted by July 27, 2016 at 12:00 pm (CST) The subject line shall read: VA256-16-N-1027 Annual Centrifugal and Air Chiller: NO SOLICITATION EXISTS AT THIS TIME. There is no page limitation on subparagraphs 4(a) - 4(f). Please provide the information you deem relevant in order to respond to the specific inquiries of the RFI. Information provided will be used solely by MEDVAMC as "market research" and will not be released outside of the MEDVAMC Purchasing and Contract Team. This RFI does not constitute a Request for Proposal (RFP), Invitation for Bid (IFB), or Request for Quotation (RFQ), and it is not to be construed as a commitment by the Government to enter into a contract, nor will the Government pay for the information submitted in response to this request. All information contained in this RFI is preliminary as well as subject to modification and is in no way binding on the Government. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract. If a solicitation is released, it is will be synopsized in the Federal Business Opportunities (FedBizOpps) website or GSA. It is the responsibility of the interested parties to monitor these sites for additional information pertaining to this RFI, or future RFP. 7. DRAFT Scope of work for Centrifugal and Air-Cooled Chiller Annual Inspection Seeking contractor with the capability to provide all labor, supervision, parts, transportation, management, and personnel required for performing the annual maintenance on government equipment Centrifugal and Air Chiller. Seeking contractor with the capability to provide and perform all checks and adjustments recorded on reports and submitted to Contracting Officer Representative (COR). Contractor reports shall be made daily as to what was done, who worked on units, what parts were replaced, and hours worked. Contractor reports shall be in PDF format and e-mailed to the COR by the close of the following day. Seeking contractor with the capability to provide all labor, supervision, parts, transportation, management, and personnel required for performing the annual maintenance on government equipment Centrifugal and Air Chiller listed below. I. WATER-COOLED UNITS-Checking the Compressor-Motor Assembly for the following items: Record voltages Meg and record motor winding resistance ( PI test) Lubricate open motor record amount and type of grease used. Check the coupling and record alignment measurements Check seals and record drip rate. Check inlet vane operator and linkage; lubricating where required Check VGD operator and linkage; lubricating where required Checking the Compressor Oil System for the following items: Change oil filter, and dryer Conduct analysis on oil and oil filter at an independent laboratory Check oil pump, seal and motor Check heater and thermostat Check all other oil system components including cooler, strainer and solenoid valve where applicable II. Checking Motor Starter or Variable Speed Drive & performing the following: Clean and inspect heat exchanger Check starter coolant pump and motor Meg motor ( PI test) Check all terminals and tightening connections Clean or replacing air filter or starter/VSD fluid Check overloads and calibrate Check status lights Run diagnostic check and provide a copy of the results. III. Preform annual Factory recommended maintenance per OEM (THIS INCLUDES REDUCED VOLTAGE STARTERS) IV. Maintenance shall be performed by qualified medium voltage personnel. V. Review the Control Panel for the following items: VI. Run diagnostic check of Micro Control Panel and provide a copy of the results. Check safety shutdown operation Check all terminals and tightening connections Check Display Data and set points for accuracy, and calibrate if required. Checking the Condenser for the following items: Check and record water flow rate. Check flow switch operation VII. Mechanically brush clean condenser water tubes (no more than thirty tubes per brush). VIII. Checking the Cooler for the following items: Check and record water flow rate. Check flow switch operation and refrigerant level (adjust as necessary). Mechanically brush clean Cooler water tubes (no more than thirty tubes per brush). IX. Checking the System for the following items: Conduct leak check and identify leak sources for repairs Add refrigerant as required Record condition of sight glasses Check the refrigerant cycle to verify the proper operating balance Check condenser water and chilled water heat transfer General items included: Repair insulation removed for inspection and maintenance procedures Clean equipment and surrounding area upon completion of work on that unit. Consult with the operator and maintenance personnel (A/C Shop) Report deficiencies and repairs required X. Air Cooled Chillers Annual Equipment Shutdown Inspection Check auxiliary equipment operation Check refrigerant levels and leak check unit Change the oil and filters Check the crankcase heater, oil temperature and lube system for proper operation Check, test, and calibrate all operating and safety controls Check for proper voltage and starter operation. Check the chilled and condenser water pumps where applicable Start the chiller and calibrate controls and transducers Check for proper temperatures of sub-cooling and super heat Log operational conditions after the unit has stabilized Review operational procedures with the operator and maintenance personnel (A/C Shop) Remove debris from inside and around the unit Clean condenser coils Inspect condenser coils for blockage and clean lines Inspect and tighten all electrical connections Check fans and fan motor operation after start up Check for general condition and operation Log operating conditions and Identify inconsistencies Adjust operating controls if required Check for proper oil level and refrigerant charge Inspect starter, relays and controls Inspect the air-cooled condenser fans and motor operation Meg and record all motor winding resistance's (compressor and fans) ( PI test) Check the oil level in the compressor adding oil as required Conduct an oil acidity test Conduct leak check and correct leaks as required Add refrigerant as required Change the filter-dryer Tighten power wiring on contactors and in the motor terminal box Clean all contactors and recommend replacement if required Cleaning all relays, operating controls and safeties Check and calibrate all controls, safeties, unloaders and external interlocks as required XI. Government Equipment to include but not limited to: Bldg.104 -Chillers (1) 1000 ton York YK water-cooled units (chillers 1-7) 4160 volt solid state starters Bldg. 104A-1250 ton York YK water-cooled units (chillers 8-9) 4160 volt reduced voltage starters Bldg. 109-450 ton York YK water-cooled units (chillers 1-3) 480 volt VFD starters Bldg. 108-(1) 80 ton York YLAA air-cooled scroll unit 480 volt line starter Bldg. 100-80 ton Carrier 30GN0606 air-cooled unit 480 volt line starter 140 ton York YCAS air-cooled screw units 480 volt line starter NOTICE: ALL UNITS WILL BE STOPED AND STARTED WITH BAS BY HOSPITAL OPERATORS.
