REQUEST FOR PROPOSAL TO VIEW THE SOLICITATION, PLEASE VISIT: http://faaco.faa.gov/index.cfm, Select "Current Announcements" and then select "Southern Region." Amendment 0003 is issued to answer vendor question(s) and add a provision. See attached. Amendment 0002 is issued to answer vendor questions. See attached. Amendment 0001 is issued to change the Offers Due Date, answer vendor questions and provide clarification. See attached. The Federal Aviation Administration (FAA), Southern Region, AAQ-510(ATL), College Park, GA, is issuing Screening Information Request (SIR) # Request for Proposal (RFP) DTFAEN-16-R-00122, Provide various freestanding Antenna Towers, 25 Each, to various delivery locations. The NAICS code for this acquisition is 334290, Other Communications Equipment Manufacturing, and the small business size standard is 750 employees. SET ASIDE This requirement is reserved exclusively for competition among Small Business vendors, pursuant to AMS clause 3.6.1-1. EVALUATION Offers will be evaluated base on the Lowest Price - Technically Acceptable. Please see Part IV Section M - EVALUATION FACTORS FOR AWARD, for complete evaluation factors for this requirement. Quantity discounts will be considered in the evaluation of the lowest price offer. Discounts for prompt payments will not be considered in the evaluation of the lowest price offer. All questions shall be addressed to the Contracting Officer in writing. Any questions regarding this RFP must be received three (3) days prior to the date set aside for offers due. All correspondences shall contain the RFP # in the subject line. TELEPHONE INQUIRIES WILL NOT BE ACCEPTED. OFFER SUBMISSION Electronic submission is preferred. Please see Part IV Section L - INSTRUCTIONS, CONDITIONS, AND NOTICES TO OFFERORS, for complete offer submission requirements. All offers must be submitted NO LATER THAN 25 July 2016, 2:00 PM (ET). Any responses received after this date and time, will not be considered in accordance with AMS provision 3.2.2.3-14, Late Submissions, Modifications, and Withdrawals of Submittals. Please note that the FAA e-mail server restricts file size to 10MB per email message, therefore, responses may have to be submitted in more than one e-mail in order to be received. NOTICE TO OFFERORS: The FAA has been exempted from several Federal laws and regulations as part of the 1996 DOT Appropriations Act, signed into law by President Clinton on November 15, 1995. Some of the exemptions include the Federal Acquisition Streamlining Act of 1994, the Small Business Act, the Competition in Contracting Act, and the Federal Acquisition Regulations. The FAA s new Acquisition Management System (AMS) became effective on April 1, 1996 and applies to this requirement. NOTICE for informational purposes for Minority, Women-owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has a program to assist small businesses, small businesses owned and controlled by socially and economically disadvantaged individuals, and women-owned concerns to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $750,000.
