Description

Note: This requirement was previously posted from March 2016 - May 2016 under RFP VA258-16-R-0319 and VA258-16-Q-0504 which closed 7-18-2016. VA258-16-Q-0504 was a small business set-aside and the reason for re-posting under VA258-16-Q-0668 is to remove the small business set-aside and allow for full and open competition. Statement of Work The Contractor is to provide armored vehicle pickup/delivery service for the follow four locations. The Southern Arizona VA Health Care System, SAVAHCS, located at 3601 S 6th Avenue, Tucson, Arizona; PVAHCS, located at 650 E. Indian School Rd, Phoenix AZ 85012; NAVAHCS located at 500 North Hwy 89, Prescott, AZ 86313; and NMVAHCS located at 1501 Sand Pedro SW, Albuquerque NM 87108. Service requirements will include at a minimum: a.Federal holidays are as follows: Christmas Day, New Year's Day, Washington's Birthday, Martin Luther King Jr's Birthday, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, and Thanksgiving Day. b.Signature book and cash bags will be used for each pickup/delivery for recordkeeping purposes and will be provided by the Contractor. c.Contractor will ensure proper signatures and photo identification are provided to the Medical Facility of those employees who will be allowed to enter into the Agent Cashier Office. d.Contractor must be able to pick up/deliver checks, cash and coins from the VA Medical Facility and perform Change Orders between the VA Medical Facility and Wells Fargo Bank. e.Contractor must be bonded, licensed and armed. VHA Directives Services must comply with "Agent Cashier Accountability Policy" - Volume VIII, Chapter 3, Appendix H which states "6. Each field station will be advised as to the designated depositary by the Cash and Debt Management Division (047GC1) in VACO. When an FRB or its branch is designated as a depositary, deposits will be mailed or delivered. When a commercial bank is designated as a depositary, the deposits will be delivered; they will not be mailed unless prior authorization has been received by contacting Treasury's Banking Operations Branch at (202) 874-6900. Armored car service will be used if justifiable." Station 678 hasn't requested nor received authorization to mail deposits. Delivery Timeframe Services are required October 1, 2016 through September 30, 2020 (FY2017 thru FY2020, Base Year with three (3) one (1) year option periods).
