Description
The National Institutes of Health (NIH) is seeking Construction Quality Management (CQM) services to support the renovation of the Building 10 E-Wing at the main NIH campus in Bethesda Maryland. The Construction Quality Manager or CQM provides design reviews and construction administration services to support the NIH Project Officer (PO) during the ongoing design and future bidding and construction phases. Project Renovation Scope The project scope is to renovate the E-Wing in Building 10 to convert approximately 250,000 gross square feet of former patient care and laboratory areas and support space on 15 floors to new clinical service area, laboratory, lab support, teaching facilities, office space and building support space for approximately 800 personnel in the clinical research programs. The project scope includes complete demolition of existing facilities with full interior and systems renovations for new laboratory, lab support, and office facilities on floors 1 through 12, laboratory teaching facilities on the B1 level, an animal cage wash on the B2 level, and mechanical equipment rooms on floors B2, 4, 9, 13, and 14. The entire 12th floor will be a cGMP (current Good Manufacturing Practices) clean room suite Cell processing lab. It will also include repairs to exterior brickwork and replacement of the existing exterior windows. Mechanical, electrical, plumbing and communication services will come from existing campus supplied central utilities. The project will require complete interior demolition of existing vacant building areas, including existing nonstructural walls, finishes, and utilities. The project will also include providing any building infrastructure system necessary to support the full functioning of the new use and design. The NIH seeks highly qualified credentialed contractors with the capability to provide CQM services. The selected contractor must exhibit demonstrated experience, capability and resources enabling them to provide CQM services on projects of comparable size and complexity, with comparable medical research clients, and most significantly, with a demonstrated track record of performing such projects with a high degree of customer satisfaction. The CQM Services would include the following: A. Design and Engineering reviews B. Estimating C. Environmental Abatement oversight D. Demolition oversight E. Bidding Evaluation F. Value Engineering G. Submittal Processing H. Request for Information (RFI) processing I. Scheduling J. cGMP clean room experience K. Leadership in Energy and Environmental Design (LEED) L. Construction Inspections M. Commissioning oversight N. Building Information Management (BIM) oversight O. Occupancy/Activation Services including the planning, scheduling, procurement of furniture and scientific equipment and the actual moving of the occupants will be an optional service. P. Project Close Out Specific services include, but are not limited to: A. Design Phase Services including estimating, design and constructability, value engineering and coordination reviews B. Oversight of Design and Construction of sustainable and energy efficient buildings: including LEED certification C. Oversight of Design and Construction with Building Information Modeling (BIM)Monitoring and controlling performance schedules of design teams and construction contractors; including specific use of Primavera scheduling software D. Project cost control and reporting through design and construction utilizing Earned Value Management (EVM) reporting E. Construction field inspection, problem solving and safety monitoring service Contracting and supervising required special technical consultants as required F. Providing a Project Management Information System and providing progress and status reports G. Coordinating, monitoring and controlling the commissioning of complex research laboratory facilities by an NIH provided commissioning (Cx) contractor H. Providing activation/occupancy services; including planning, scoping, scheduling, coordinating, and specifying, procurement, receiving, installation and fit out of new scientific equipment and furniture as well as the relocation of existing equipment and planning and coordination of the actual moves of the building occupants (optional service) The period of services will be: Design Phase - from present to June 2017; with milestone reviews at: 35% Schematic Phase Sept 2016 70% Construction Documents December 2016 100% Construction Documents March 2017 Final Construction Documents June 2017 Construction Bidding - June 2017 through September 2017 Construction from January 2017 through June 2020 Occupancy - actual moves from June 2020 to September 2020 Project Close Out - from June 2020 to December 2020 The CQM shall maintain an on-site office for the duration of the CQM contract. The Government owns and shall make available for use an existing furnished construction trailer. This trailer shall be shared as the central project office by the NIH Project Team, the A/E contractor, the CQM contractor and the Construction contractor. This trailer shall be provided with utility services by the NIH at no expense to the CQM contractor. All required office supplies, equipment, telephone and high speed IT services required to perform the required CQM services shall be provided by the CQM contractor for the duration of the contract period. The CQM contractor shall make all reasonable efforts to staff the project locally. The NIH will not pay travel costs or any per diem for the CQM contractor to provide qualified staff. However, the NIH recognizes that due to the technical complexity of the project and local labor market limitations, relocation of more qualified candidates may be in the NIH's best interest. Relocation costs shall be reimbursed when and if considered and approved by the NIH. Demonstrated Similar Project Experience The contractor must demonstrate that they have actively performed specific Construction Quality Management (CQM) services substantially similar to those described/detailed above; in successfully completing at least two (2) complex laboratory research facilities similar to The Building 10 E-Wing Renovation project at NIH within the past ten (10) years; each containing in excess of 100,000 gross square feet; under NAICS Code 541330 - Engineering Services and shall provide confirmation that the firm/company will maintain a local office and has access to capital resources/funding to undertake work of this scope. Selection Criteria will include A. Demonstrated Prior Experience in providing CQM Construction Administration Services B. Relevant Experience with comparable medical research facilities; size, scope and complexity and services provided that are similar to the proposed effort C. Demonstrated Prior cGMP clean room experience D. Past Performance with a demonstrated track record of performing such projects with a high degree of customer satisfaction. E. Experience of Key Personnel in providing CQM Services for Complex Laboratory Research Facilities F. Small Business Subcontracting Plan G. Corporate Resources
