This is a SOURCES SOUGHT NOTICE for market research purposes. THIS IS NOT A REQUEST FOR PROPOSALS OR A REQUEST FOR QUOTATIONS. Founded in 1901, the National Institute of Standards and Technology (NIST) is a non-regulatory federal agency within the United States Department of Commerce (U.S. DOC). The mission of the National Institute of Standards and Technology is to promote U.S. innovation and industrial competitiveness by advancing measurement science, standards, and technology in ways that enhance economic security and improve our quality of life. NIST also has partners in: • JILA, formerly called Joint Institute for Laboratory Astrophysics (JILA), a partnership with the University of Colorado; • The Joint Quantum Institute (JQI), a partnership with the University of Maryland; • The Hollings Marine Laboratory (HML), a partnership with NOAA's National Ocean Service, the South Carolina Department of Natural Resources, the College of Charleston, and the Medical University of South Carolina; • The Institute for Bioscience & Biotechnology Research (IBBR), a partnership with the University of Maryland; • Advances in Biological and Medical Measurement Science (ABMS), a partnership with Stanford University, Stanford, California. https://sites.stanford.edu/abms/. • National Synchrotron Light Source II (NSLS II), a partnership with the Department of Energy, Upton, New York. https://www.bnl.gov/ps/ • Hawaii to establish a new laboratory to support the Marine Specimen Bank program. https://inet.nist.gov/pao/pacificatoll. The Government is contemplating a procurement to establish a single indefinite delivery/indefinite quantity (IDIQ) contract to provide scientific, technical and engineering support services to conduct research in support of on-going programs which range from basic scientific requirements to in-depth and complex scientific requirements to enable NIST to continue to advance measurement science, standards, and technology through specific research. Scientific, technical, and engineering support services shall be provided in accordance with task orders that would be issued on a firm fixed price basis only. The period of performance is anticipated to be a base period of one year with four one-year option periods. This contract is not for temporary staffing services. The Contractor must have the capability to perform and manage each task order and have the technical knowledge and judgment in the appropriate scientific, technical and engineering fields, with a proficiency in relevant engineering, physics, chemistry, measurement science, modeling, and scientific principles, practices, and networks to be able to make determinations for fulfilling complex assignments. The anticipated contract would primarily service NIST sites in Gaithersburg, MD and Boulder, CO, but may also service the partner sites listed above. Volume of work is expected to be significant with the aggregate value of task orders awarded totaling $100,000,000.00 or more over the life of the contract and the volume of task orders exceeding 300 over the life of the contract. Task order requirements will run concurrently. The types of services that would be procured via task orders include: -Research in measurement science pertaining to the systematic investigation into and study of materials and sources in order to establish facts and reach new conclusions in the area of metrology in scientific and engineering specialized fields of study; -Design or modification of scientific measurement instrumentation and methods; -Optimization of existing measurement instrumentation and methods in accordance with performance standards; -Mathematical and statistical analyses and modeling of data; -Writing of technical reports in accordance with performance standards; -Calculation or measurement of chemical and physical properties; -Development of applications of measurement science to the biosciences; and -Expertise in any or all of the following: physics, chemistry, biology, engineering, computer science, mathematics, and/or interdisciplinary fields such as nanotechnology, biotechnology, and materials science. SUBMISSION REQUIREMENTS NIST is seeking responses from capable, responsible, and certified 8(a) companies. This contemplated opportunity is limited to certified 8(a) companies. The NAICS code for this effort is anticipated to be 541690 with a small business size standard of $15.0M. After the results of this market research are obtained and analyzed, NIST may conduct a competitive procurement and subsequently award a contract. A Limitation on Subcontracting clause will be applicable to the anticipated procurement action. Sources must maintain adequate staff to perform the work in-house. REQUIRED SUBMISSIONS Interested 8(a) sources must submit the following information in response to this sources sought notice: 1. Relevant documentation which demonstrates your company's expertise in each of the following areas: physics, chemistry, biology, engineering, computer science, mathematics, interdisciplinary fields such as nanotechnology, biotechnology, and materials science; 2. Documentation which demonstrates your company's ability to identify and secure resources and experts in the areas of physics, chemistry, biology, engineering, computer science, mathematics, interdisciplinary fields such as nanotechnology, biotechnology, and materials science to complete the required work; 3. Do you currently employ personnel with Master's degrees and/or Ph.D. degrees in any of the aforementioned areas? 4. A summary of the company's project management expertise and the company's ability to manage, track, troubleshoot problems, and report on large numbers of concurrent projects; 5. Do you employ personnel who are project managers with experience in managing large numbers of concurrent projects? 6. Do any project managers possess professional certifications? 7. Do any of your project managers have an academic degree in the physical, material, engineering, or biological sciences? 8. A summary of the company's risk mitigation processes when managing performance issues and delays on multiple, concurrent projects; 9. A summary of the company's knowledge of the process associated with obtaining H-1B Visas; 10. A discussion of how the company manages work in-house and how the company would meet requirements of a Limitation on Subcontracting clause; 11. The place of performance for the contract will primarily take place at Gaithersburg, MD and Boulder, CO. Other locations are Charleston, SC; Rockville, MD; Stanford, CA; Upton, NY and Hawaii. Certification of the company's 8(a) status; 14. Any other relevant information that is not listed above which the Government should consider in performing its market research.
