- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is RFQ-DC-16-00061 and is being issued as a Request for Quotations (RFQ), in conjunction with FAR 13, Simplified Acquisition Procedures. The solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular (FAC) 2005-83 (which includes FAC 2005-84 effective 05 Oct 2015). The applicable North American Industry Classification System (NAICS) Code for this procurement is 541620. This is a total small business set-aside. The small business size standard for this NAICS category is $15.0 million in annual receipts (or income) as defined under 13 CFR § 121.104. The four scopes of work in this solicitation will support work delivering technical assistance to communities under the EPA Making a Visible Difference in Communities Initiative. Each of these individual efforts will provide technical assistance to a single community over a period of several months and entail a multiday site visit / workshop.
