- THIS IS NOT A NOTICE OF SOLICITATION ISSUANCE. The Naval Air Systems Command (NAVAIR) intends to issue a sole source Cost- Plus-Fixed- Fee (CPFF) Order on Basic Ordering Agreement (BOA) N000019-15-G-0003 with Raytheon Missile System (RMS), Tucson, Arizona for the Joint Standoff Weapons (JSOW) for the Air Field Trailer Support for the Advanced Weapons Laboratory, Naval Air Weapons Station, China Lake. These requirements will be procured in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C 2304(c) (1), as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." Raytheon has unique knowledge base of the JSOW as a result of its design, development and modification of these weapons systems since the early 1990s. Accordingly, Raytheon is the only known qualified responsible source that can fulfill the requirements specified herein. The North American Industry Classification System (NAICS) code for the supplies anticipated needed herein is 336414, Guided Missile and Space Vehicle Manufacturing. This notice is published for information purposes only and is not a request for competitive proposals. However, responsible interested parties may submit a capability statement in which they identify their interest and capability to respond to this requirement. The Government will consider all information received by 9 August 2016. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government.
