- SF18 Solicitation Information All quotes/responses shall be submitted via email to Maria Sproul at maria.sproul@navy.mil no later than 11:00AM Eastern Standard Time on 02 August 2016 Solicitation N00421-16-T-0434 is issued as an intent to sole source. The Government intends to purchase on a firm fixed-price basis, and to solicit and negotiate the proposed purchase order on a sole source basis with Control Products Corporation for the Panel, Indicating, Light Transmitting P/N: 169130-101, under the authority implemented by Federal Acquisition Regulation (FAR) by FAR Part 13.106-1(b). Control Products is the only qualified source for the specified C-10065/UPX Control Monitor and C-10064/UPX Control Indicator and has passed the shock and vibration testing. The drawings are proprietary to Litton Systems (Northrup Grumman) prohibiting distribution or reproduction by NAWCAD. Offeror's must be registered in the System for Award Management (SAM) Database prior to submission of an offer to be considered for award of any DoD contract. This may be accomplished electronically at http://www.sam.gov/vendor.cfm. Please see attached RFQ. This is a firm fixed-price procurement; therefore, the offeror's intial offer should represent the vendor's best quote in terms of price and technical acceptability. ***Basis for Award*** The Government intends to award this on a sole source basis. All interested parties MUST submit their capabilities and a quote no later than 11:00AM Eastern Standard Time on 02 August 2016. The Government will make a decision to consider other offers. ***Instructions to Offerors*** Offerors must complete the attached certification in Section K of this solicitation, 52.209-11, Representation by Corporations Regarding Delinquent Tax Liability or a Felony Conviction under any Federal Law. Please provide the completed certification with your offer.
