No. 00004 SF 30 PEVI - P16PS00702 SOLICITATION AMENDMENT 000004 The hour and date specified for receipt of offers remains July 29, 2016 at 5:00 PM ET. *******SPECIAL NOTE FOR CLARIFICATION******** > The attachment for Amendment No. 000002 is indicated in FedBizOpps as Amendment No. 000001. > The attachments for Amendment No. 000003 are indicated in FedBizOpps as Amendment No. 000002. > The attachment for this Amendment No. 000004, which is the Standard Form 30, is indicated in FedBizOpps as Amendment No. 000003. The purpose of this Amendment No. 000004 is the following: 1. Answer questions from potential offerors. See summary of changes below for complete amendment details. Summary of Changes A. Questions from potential offerors, and the official Government responses to those questions are listed below, and are incorporated. Q1. Will we be leaving the mock up areas alone and consider them finished? A1. Yes, except for any portion of a mock-up area of the study which had undesirable results. Q2. Is the inside dimension of the davit points indicated on the drawing accurate. A2. The I.D. of the davit socket on top of the observation deck wall measured 5 3/16 (which is contrary to the drawing dimension of 4 7/8 I.D.) (NOTE: Not the davit on observation deck floor). Q3. What elevator service company does the park use for their annual testing. A3. Schindler Elevator Company 1-800-225-3123. Q4. Can NPS provide name and contact information of company currently servicing elevator for the column as well as current certificate? A4. Schindler Elevator Company 1-800-225-3123. The elevator is inspected annually and the current certificate is available from Park staff, not inside the elevator for public view. Q5. What is weight capacity of the elevator? A5. 2,500 lbs Q6. Can information be provided on the age and make of the elevator along with inspection/ maintenance history? A6. Original 1936 Otis Elevator Cab & Motor. Gearless elevator machine hoist (motor) was rebuilt in April of 2009. Entire elevator was given a total safety inspection and subsequently updated and brought up to current safety standards right after the motor was re-built. Annual Safety Test Completed in May 2015. 5-year Load Test - August 2015. May contact Schindler Elevator Company for additional information. Q7. Power Supply for Swingstage motors What is available capacity for electric service to supply project with power? Number of available circuits and size(s)? What are locations of available connections? Is the below power requirements available: Preferred: 4 separate draws of single phase 20 amp/204V; Secondary: 4 separate draws of single phase 20 amp/104V. A7. Assume that there is adequate electrical capacity available for bidding purposes. Q8. Section 040140 - Efflorescence Removal - paragraph 2.1.A.1 specifies that clean potable water with iron content of less than parts per million be used for cleaning purposes. The following two paragraphs state to notify C.O. if local water provided to the park is not suitable for cleaning uses on this project. It states that testing is the responsibility of the contractor. Who is responsible for costs to treat water to achieve acceptable levels (test results) if water provided from local source(s) on the island is not suitable per the specifications for use in cleaning operations on this project? Is NPS responsible for this cost? Or is the contractor responsible for this cost? Has any testing of water been conducted to know if this is a potential problem? A8. It is not our intent to have the Contractor treat the water in any fashion if it exceeds that iron content. Therefore, only provide the C.O. the test result and that information will be forwarded to the Park for their information. No need to take any other action by the Contractor. Search in Specs: Q9. What is weight capacity of upper plaza? Is a specific weight limit known? A9. 50 PSF maximum. Q10. Section 01500, paragraph 3.3.D requires a project sign. Please verify size, correct material from which sign should be fabricated and how it should mounted and/or displayed? A10. Provide a 4-foot by 4-foot painted exterior grade 1/2-inch MDO or plywood panel backer. Place sign at 3-feet above grade to the bottom of the sign (so total of 7-feet high). Secure using 4-inch by 4-inch wood posts set in concrete for stability. Provide a digital print on adhesive vinyl of the graphics as a submittal for NPS review showing font sizes, colors, etc. Q11. Contractor's Environmental Manager is required in section 013100. Can this person also serve as project superintendent or another significant duty on the project? Or does this role need to be a standalone position on the project? A11. That person can be assigned to other duties, so it is NOT a stand alone position. Q12. Can project SSHO (site safety health officer) and superintendent be the same person? Or does each role need to be a standalone position on the project? A12. The only reference found for a "Project Site Safety Manager" was in the technical capability description of Sub-Factor F - Safety. That person can be assigned to other duties, so it is NOT a stand alone position. Jobsite safety duties may be assigned to go along with other duties or roles on the project as well. Q13. Proposals are due at 5:00pm; can you please clarify what time zone? The solicitation documents state Eastern Time, but with the proposals being due to NPS in Lakewood CO I would assume that means 5:00pm Mountain Time. A13. Offers are due at 5:00 PM ET. This translates to 3:00 PM MT. Q14. I see in section L.3 that proposals shall consist of one attachment per Part; therefore Part I, Part II and Part III will each be separate files. Does NPS have a limit of 5MB attachments per email like other government agencies do? If so, can the 3 separate Parts be sent in 3 separate emails? A14. File size limitation is 10MB. If necessary, the files can be sent in separate emails. Ensure that all emails/files arrive no later than the hour and date specified for receipt of offers, and are clearly marked/labeled in the subject line of the email. Q15. Can portable chain link fencing be used for the construction fence around the work area as long as it meets the requirements in spec section 01500 temporary facilities and controls? A15. Yes, if the construction fencing meets the requirements in Section 015000 (reference Part 3.4 SECURITY AND PROTECTION FACILITIES INSTALLATION - E,F and G). End of Amendment
