All information received in response to this RFI that is marked as proprietary will be handled accordingly. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. The Department of Veterans Affairs, VISN 16, is conducting market research to identify potential sources able to provide local courier services service for multiple VA facilities in the locations stated below. In order to assess current market conditions, formulate an accurate cost estimate, and develop an effective Performance Work Statement, the Government is requesting industry feedback with respect to the areas listed below. Any information submitted by and obtained from industry as a result of this notice may be used in development of the final Performance Work Statement, cost estimates or terms and conditions of the actual solicitation. The anticipated NAICS code is 492110 -Courier and Express Delivery Services. The requirement will be effected as an SDVOSB set-aside. Submit responses to the Contracting Officer by December 8, 2015 at Fredrick.Wilson@va.gov. Your feedback is greatly appreciated. 1.What is your socio-economic classification? (Large business, SB, VOSB, SDVOSB, etc.) 2.Pricing Data: The Government is interested in obtaining all-inclusive pricing data for round trip service between the main facility and each satellite facility. Pricing data should account for compliance with Department of Labor wages guidelines labor, equipment, insurance and facilities required to perform the services. Contractor drivers will not be allowed to use personal vehicles in performance of this requirement. Only white vans, mini-vans or similar type vehicles shall be used. All pricing should be for 1 round trip. 3.Types of Service: Scheduled - Will include regularly scheduled delivery between OBVAMC and each satellite facility. Demand (as-needed) - Will include unscheduled (as-needed) deliveries between OBVAMC and each satellite facility. Demand service may include pickup/delivery to non-VA facilities in the Shreveport/Bossier metro area or to non-VA facilities within five miles of each satellite location. 4.The following locations will require service: a.Overton Brooks VAMC, 510 E. Stoner Ave, Shreveport, LA - This included service to all satellite facilities within the Shreveport Bossier area. This currently includes the following facilities, but may change during the course of the performance period. 1.Buckner Square, 1800 Buckner Square, Shreveport, LA 2.Knight Street, 3000 Knight St, Bldg. 5, Shreveport, LA RM 77, Shreveport LA 3.Shreveport, Vet Center 2800 Youree Dr., Shreveport, LA b.Monroe CBOC, 1691 Bienville Dr, Monroe, Louisiana 71201 c.Texarkana CBOC, 910 Realtor Ave. Texarkana, Arkansas 71854 d.Longview CBOC, 1005 N. Eastman Rd. Longview, Texas 75601 5.Offerors are responsible for independently verifying the distances between the OBVAMC each CBOC location. Descriptive literate describing the types of vehicle that will be used. 6.Provide an overview of your quality process. 7.What are the training requirements for your drivers? 8.A draft copy of the PWS is attached for review and industry feedback. Respondents are therefore encouraged to make recommendations for enhancements. Offerors are cautioned that the draft PWS may not be identical to the actual content of the solicitation.
