Description
ATTACHMENT B, DIRECTV SPORTSPACK ATTACHMENT A, DIRECTV OFFICE CHOICE PROGRAMMING PACKAGE This is a Sources Sought Notice. In preparation for an upcoming procurement, the National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division (ERAD), Norfolk, VA, on behalf of the Office of Marine and Aviation Operations (OMAO), is conducting market research to determine potential sources to provide satellite television services for NOAA ships. The applicable North American Industrial Classification System (NAICS) code is 515210, Cable and Other Subscription Programming. The small business size standard for this NAICS code is $38.5 million. All types of business concerns, large businesses, small businesses, and nonprofit and educational institutions are encouraged to submit a brief, typed capability statement in response to this sources sought announcement, demonstrating their capability to provide satellite television services for NOAA ships meeting the requirements stated herein. There are currently fourteen (14) ships requiring satellite television services. The ships are equipped with KVH and SEATEL satellite hardware systems. Currently, twelve of the fourteen ships are receiving DIRECTV satellite television services and the remaining two ships are receiving DISH TV service. The planned procurement proposes to consolidate the required services under a single provider. The required basic services for each ship shall include service equivalent to DIRECTV Office Choice Programming [See Attachment (A)]. In addition, each ship package shall include a varied No. of receivers (based on the individual requirements for each ship) plus one each sports package equivalent to the DIRECTV Sportspack [See Attachment (B)] and one each movie channel package, consisting of HBO, Showtime and STARZ. The ships' regular Area of Operations (AOR) where they require these services is within the continental USA (North America). However, at times the ships' AOR may shift to the Caribbean, South America, Central America and the Pacific, including Hawaii and Alaska. Upon notification that any of the ships are travelling within these alternate AORs, the service provider must continue to provide those ships the services specified herein, at no additional cost to the Government. Standard brochures will not be considered a sufficient response to this notice. Vendors shall assume that the Government has no prior knowledge of their capabilities. Submitted Capability Statements shall include the following: (1) Company name and address (2) DUNS number (3) Type of business (e.g., large business, small business, 8(a), veteran-owned small business, service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, and/or women owned small business) as validated via the System for Award Management (SAM) (4) Company point of contact - name, phone, and e-mail address (5) Demonstrate capabilities to provide the level of service equivalent to DIRECTV as detailed above, including receivers, sports package and movie channel package. (6) Any other information that demonstrates experience/capability to provide the products described, herein. This is not a request for technical or cost proposals. Interested sources shall submit an electronic copy of their Capability Statement to Michelle Blake, Contract Specialist, via email at Michelle.Blake@noaa.gov no later than noon local time (Norfolk, VA) on July 25, 2016. Responses to the Sources Sought announcement are not offers and cannot be accepted by NOAA to form a binding contract. Information received will be considered solely to make an informed decision regarding a potential procurement. Capability Statements will not be returned. No reimbursement for costs will be made associated with providing information in response to this sources sought announcement or follow-up information requests, if applicable.
