- N00164-16-T-GP27- SOLE SOURCE - 227-F1 VXI PHASE ANGLE VOLTMETER - FSC 6625 - NAICS 334515 - SYNOPSIS RESPONSE DATE 02 AUGUST 2016 Anticipated Issue Date: 18 JULY 2016 - Anticipated Closing Date 02 AUGUST 2016 - 2:00 PM EDT The Naval Surface Warfare Center Crane (NSWC Crane) has a requirement for the model 227-F1 VXI Phase Angle Voltmeter. These highly specialized components are used in the Teradyne Spectrum 9100 Test Stations which perform Factory Acceptance Testing (FAT) on Circuit Card Assemblies (CCA) for the Trident D5 Missile Life Extension Program (D5LE). The drawings for the 227-F1 VXI Phase Angle Voltmeter are proprietary of the Original Equipment Manufacturer (OEM). A solicitation will be issued pursuant to the procedures in FAR Part 13.5 for an anticipated Firm-Fixed-Price (FFP) contract. The delivery terms are F.O.B. Destination, Inspection and Acceptance shall be at NSWC Crane. The following items will be procured: 0001 - Quantity eighteen (18) 227-F1 VXI Phase Angle Voltmeter; Delivery on or before twenty two (22) weeks after date of contract. The Naval Surface Warfare Center, Crane Division located at Naval Support Activity, Crane, IN intends to award a sole source contract to the OEM North Atlantic Industries, Inc. 110 Wilbur Place, Bohemia, NY 11716. This effort will be conducted on a sole source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition to the 227-F1 Phase Angle Voltmeters is to avoid roughly $390,000 in cost duplication and prevent as much as five years unnecessary schedule impact to identify a replacement instrument, re-write test code and Test Program Set (TPS), and regression testing to validate the test code for any product replacing the 227-F1 VXI Phase Angle Voltmeter. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit a proposal. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received in response to this synopsis will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Contractor must be registered in the System for Award Management (SAM). The solicitation will not be available for download but may be made available upon request. Offers must be submitted in the format specified within the solicitation to be considered.
