CORRECTION (JULY 18): THE ISO REQUIREMENT FOR THIS MARKET SURVEY IS UPDATED TO REFLECT A NEED FOR ISO 9001:2015. THE ISO 9001:2008 STANDARD IS CONSIDERED OBSOLETE. IF A SOLICITATION FOR OFFER IS DETERMINED, THE ATTACHED SOW WILL BE REVISED AND UPDATED TO REFLECT A REQUIREMENT FOR THIRD PARTY SURVEILLANCE AND AUDITING SERVICES FOR QUALITY MANAGEMENT SYSTEMS TO MEET ISO 9001:2015 QUALITY STANDARDS. This market survey will not be extended beyond the original closing date. This is a market survey for industry interest in providing third party surveillance and auditing services for Quality Management Systems that are required to meet ISO 9001:2008 quality standards. Audits are required to maintain the current ISO 9001:2008 certification for the quality management systems within the FAA ™s Aeronautical Information Services (AIS) and the Obstruction Evaluation Group (OEG). Surveillance and audits are required to be performed in various primary and regional offices throughout the US. A draft statement of work and list of geographical locations are attached to this survey for vendor reference. The Office of Aeronautical Information Services (AIS) is the authoritative Government source for collecting, validating, storing, maintaining and disseminating aeronautical data concerning the United States and its territories to support real-time aviation activities. AIS meets air transportation's demand for increased capacity, efficiency and predictability in the airspace, routes, and airports of the National Airspace System (NAS) while ensuring that safety factors and environmental regulations are diligently satisfied. The AIS organization interfaces regularly with customers internal and external to FAA. This organization provides aeronautical information products and services on a daily basis in accordance with International Civil Aviation Organization (ICAO) standard and recommended practices for the provision of Aeronautical Information Services (AIS). An effective, progressive step in this śjourney to excellence ť goal is for AIS to continue its ISO 9001:2008 registration. The Obstruction Evaluation Group (OEG) ensures the safety of air navigation and the efficient utilization of navigable airspace by aircraft as stated in Title 14, Code of Federal Regulations (14 CFR) Part 77. The OEG is part of the Office of Airspace Services which is responsible for developing regulatory policies related to the National Airspace System. This includes, but is not limited to, creating rules, policies and standards for the use of navigable airspace. This is accomplished by: Directing the development, testing and analysis of current airspace design and proposed changes to airspace design, capacity, and use, through modeling and simulation; and conducting reviews and analyses of the potential effect of proposed changes in airspace allocation, and all proposed permanent and temporary construction, to navigable airspace in order to maintain safe and efficient use. The purpose of this market survey is to solicit statements of interest and capabilities from all businesses that are interested in and capable of providing ISO 9001:2008 quality standard surveillance and auditing on FAA Quality Management Systems in various geographical areas. The responses to this market survey will be used for informational purposes only. This is not a screening information request or request for proposal of any kind. The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing the response to this market survey. Therefore any cost associated with a market survey submission is solely at the interested vendor ™s expense. The North American Industry Classification System (NAICS) codes and size standards for this effort: NAICSSize Standard 541611 $15.0M The Contractor must furnish all labor, tools, parts, software/hardware/firmware, expendable and consumable items, and other technical and administrative support as necessary to provide ISO 9001:2008 quality standard surveillance and auditing on FAA Quality Management Systems in various geographical locations. Interested firms are required to submit the attached Business Declaration form and a copy of their SBA 8(a) certification letter, if applicable. In order to make acquisition strategy determination, the FAA requires the following from interested vendors in accordance with the attached documents herein: Capability Statement “ Type of surveillance and auditing services provided by your firm Size and type of services provided by previous contracts (elaborate and provide performance) Number of years in business Documentation that clearly states and identifies willingness and capability to travel to each of the locations identified in the attached lists of primary and regional offices. Documentation that clearly states capability to provide ISO 9001:2008 quality standard surveillance and auditing on quality management systems. All responses to this market survey must be received by 4:00 p.m. Central (Oklahoma) Time, Monday, July 25, 2016.
