- THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. A sources sought is a market research tool being used to determine availability and adequacy of potential business sources prior to determining the acquisition strategy. The intent of this sources sought synopsis is to identify qualified business concerns who is capable of providing maintenance for application software for proprietary correspondence tracking application entitled "Intranet Quorum" for the Department of Homeland Security (DHS) and its components. Intranet Quorum (IQ) is used for the Enterprise Correspondence Tracking (ECT) system which is used extensively within the Department to improve its business processes. The requirement is to provide continued software maintenance update (Annual Upgrade Subscription) for 820 users of the IQ/ECT for the DHS Office of Chief Information Officer (OCIO) by leveraging the existing ECT system and its infrastructure. The IQ software allows DHS Headquarters and components to track, monitor, manage and respond to time sensitive correspondence received by public and private agencies, state and logical governments, congressman, senators, etc. in a coordinated, agile and timely manner. The Government intends to solicit and award a Firm-Fixed Price Contract for the aforementioned requirement. The NAICS Code is 334111. The duration of the contract is anticipated to be for one year from 8/19/2016 to 8/18/2017. This is not a request for proposals. This notice does not represent a commitment by the government to pay for cost incurred in preparation and submission of data in response to this announcement. The government will evaluate market information to ascertain potential market capacity to provide services consistent in scope and scale with those described in this notice. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. Submission Instructions: Interested parties who consider themselves qualified to perform the above services are invited to submit a response to this Sources Sought Notice by July 22, 2016, 4 pm EST. All responses under this Sources Sought Notice must be emailed to mae.kim@hq.dhs.gov in MS Word or PDF document. The email subject line must specify Name of Contractor and Source Sought Notice Title "IQ3/ECT". Facsimile response will not be accepted.
