- The National Cemetery Administration is soliciting offers under solicitation number VA786-16-R-0286. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a solicitation is attached. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-88. This combined synopsis/solicitation for commercial items is in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures. This acquisition is 100% set aside for Small Businesses. The NAICS Code is 238330, Flooring Contractors. The Small Business size standard is $15.0 million Contractor shall furnish all labor, tools, material, equipment, testing, and supervision necessary to remove and dispose 300 square feet of asbestos VCT floor tiles and asbestos mastic; install 300 square feet of VCT flooring; install 80 linear feet of new paint grade wood quarter round around the perimeter of the room; and prep, prime, and paint all floor trim and quarter round gloss white finish. All work shall be completed only by personnel licensed in West Virginia in accordance with applicable Federal state, municipal or other laws. The contractor shall complete all work within 45 calendar days after issuance of Notice to Proceed. Time stated includes final cleanup of the premises. Cost Range: The estimated cost range is under $25,000.00. Location: Grafton National Cemetery 431 Walnut Street Grafton, WV 26354 Prospective offerors must be registered with the System for Award Management (SAM) website and complete representations and certifications at https://www.sam.gov. Offers received from Other Than Small Business concerns shall not be considered or evaluated. The following factors, listed in descending order of importance, will be used to evaluate offers: (1) Price, (2) Technical Qualifications; and Past Performance. No paper copies will be issued. Offerors are responsible for obtaining any and all amendments or additional information at http://www.fbo.gov. Proposals are due at 2:00 P.M. ET on August 5, 2016.
