Description
Synopsis/Pre-Solicitation Notice The National Park Service intends to issue a solicitation for the installation of fencing around multiple locations in the Great Smoky Mountains National Park, TN and NC. This proposed acquisition will be a 100% small business set-aside procurement, the NAICS code is 238990 and the size standard is $15 million. In accordance with FAR Subpart 36.204, the magnitude of this requirement is estimated between $250,000 and $500,000. This solicitation will result in a contract with a base period of 120 days. The official solicitation package and its attachments will be issued and be available on or about June 20, 2016. The solicitation will be posted to the Federal Business Opportunities (FBO) website at https://www.fbo.gov. The contracting office will not provide hardcopies or email copies of the solicitation. SYSTEM FOR AWARD MANAGEMENT (SAM): Federal Acquisition Regulations require that federal contractors register in the System for Award Management (SAM) database at https://www.sam.gov and enter all mandatory information into the system. Award cannot be made until the contractor has registered. Interested offerors are encouraged to ensure that they are registered in SAM prior to submitting their quote. THESE REGISTRATIONS WILL BE COMPLETED BEFORE TIME OF AWARD. Overview The purpose of this solicitation is to install security fencing around water storage tanks and repeater sites throughout the park that have no current security fencing installed. Most tanks and repeaters are to be fenced 10 feet away from the structures. Those structures with larger approximate footage indicate that additional space is wanted inside the fencing. Contractor is to locate and install the fence(s) so that climbing over or under is not possible without substantial effort on a trespassers part. Staking has been placed at sites however staking is approximate and may have been moved or removed by visitors and should not be the sole basis of proposals. The work will be done out of the visitors normal locations, therefore no additional scheduling requirements outside of normal working hours set forth in the following RFP. The sites are irregularly shaped with substantial elevation changes at some sites. Fencing installation locations and type: Base 1.Elkmont water storage tank ¿ Approximately 440 linear feet of fencing, a 12 foot vehicle gate and a 4 foot person gate is needed. 2.HQ water storage tank ¿ Approximately 325 linear feet of fencing, a 12 foot vehicle gate and a 4 foot person gate is needed. 3.Tremont water storage tank ¿ Approximately 130 linear feet of fencing, a 12 foot vehicle gate and a 4 foot person gate is needed. 4.Twin Creeks water storage tank ¿ Approximately 130 linear feet of fencing, a 12 foot vehicle gate and a 4 foot person gate is needed. 5.Collins Creek water storage tank ¿ Approximately 175 linear feet of fencing, a 12 foot vehicle gate and a 4 foot person gate is needed. 6.Abrams Creek water storage tank ¿ Approximately 110 linear feet of fencing, a 12 foot vehicle gate and a 4 foot person gate is needed. 7.Cosby Maintenance water storage tank ¿ Approximately 110 linear feet of fencing, a 12 foot vehicle gate and a 4 foot person gate is needed. 8.Chimney ¿s water storage tank ¿ Approximately 175 linear feet of fencing, a 12 foot vehicle gate and a 4 foot person gate is needed. 9.Metcalf Bottoms water storage tank ¿ Approximately 110 linear feet of fencing, a 12 foot vehicle gate and a 4 foot person gate is needed. 10.Webb Mountain Repeater ¿ Approximately 130 linear feet of fencing and a 4 foot person gate is needed. 11.Mt. Sterling Repeater ¿ Approximately 130 linear feet of fencing and a 4 foot person gate is needed. 12.Cable Mill Well ¿ Approximately 32 linear feet of fencing, and a 4 foot person gate is needed. Additives 13.Cosby Maintenance Fence Replacement ¿ Approximately 550 linear feet of fencing, 2 - 12 foot vehicle gate and a 4 foot person gate is needed. Existing posts in good condition that meet the needs for the new fence fabric may be reused but will need to be painted brown with an appropriate paint made for galvanized metals. 14.ND Maintenance Fence Replacement ¿ Approximately 1250 linear feet of fencing, 2 - 24 foot vehicle gate and a 4 foot person gate is needed. Existing posts in good condition that meet the needs for the new fence fabric may be reused but will need to be painted brown with an appropriate paint made for galvanized metals. If the slat option below is awarded, posts in good condition covered by slats will not need to be painted. 15.Slats ¿ Install color matching metal slats for the North District Maintenance fence on the trail side ¿ approximately 750 feet. 16.Maintenance Yard Gate Upgrade to Cantilever Gates ¿ Upgrade the swing gates to cantilever gates at the following locations: a. Cosby Gates (both gates) b. North District Main Gate
