Description
Justification and Approval for Other than Full and Open Competition; 10 U.S.C. 2304(c)(1) as implemented by FAR Part 6.302-1 Only One Responsible Source and No Other Suppliers or Services Will Satisfy Agency Requirements. APG CECOM LRC IEW&S Directorate Radars Branch requests a modification to Firm-Fixed-Price and Cost-Plus-Fixed-Fee Indefinite Delivery Indefinite Quantity (IDIQ) Contract W15P7T-13-D-C104 to extend the contract's ordering period an additional two (2) years from 18 July 2016 to 17 July 2018. The action will enable the issuance of additional Delivery/Task Orders for spare parts, and components, and associated repairs, engineering and field technical support services to sustain the AN/TPQ-36(V)/Q36, AN/TPQ-37(V)/Q37, and AN/TPQ-46 FIREFINDER Radar Systems. Army Working Capital Funds, Operations and Maintenance, Army and Other Procurement, Army appropriations, and Foreign Military Sales (FMS) funds may be used for future orders. The Government projects that $12.8M will be obligated by the task orders anticipated during the two-year extension period. The percentage of each fund type and fee or profit to be placed on this action is to be determined at the delivery/task order level as requirements are fluid. The request for a two (2) year ordering period extension to the contract W15P7T-13-D-C104 is expected to cost $12.8M based on the Government's IGCE dated 17 May 2016. The extension of ordering period is within the original approved total contract ceiling of $83.5M on original J&A 11-081. The proposed action will not increase the $83.5M ordering ceiling of the Contract W15P7T-13-D-C104, of which $67M remains. The total estimated price of the proposed action is $12.8M, based on the estimated value of the DO/TOs to be placed during the extended ordering period. Therefore an increase to the ceiling is neither required nor anticipated. The current contract W15P7T-13-D-C104 expires on 18 July 2016.
