- REPLACE BRANDY CREEK SURFACE WATER TREATMENT SYSTEM WITH WELLS, WHISKEYTOWN NATIONAL RECREATION AREA. The National Park Service at Whiskeytown National Recreation Area has a requirement to replace the Brandy Creek surface water treatment system with wells. The project area is located at Whiskeytown National Recreation Area, Brandy Creek, Shasta County, California. The Work includes construction of a well house, water treatment system, and water line improvements. Phasing of the pipeline improvements at the existing two storage tanks is required to keep the water system in service at all times. One tank is to be taken out of service at a time with the other tank to remain in service. The Contract Price Schedule includes five (5) base line items and three (3) option line items. The Government reserves the right to award any or no options at or after the time of award. Base Line Item work includes Mobilization and Demobilization, Well House & Yard Piping, Electrical, Communication, and Controls, Waterline Improvements, and Piping Modifications at Storage Tanks. Option Line Item work includes Demolition of existing water treatment plant, Removal and salvage of existing booster pumping station, and Fiber optic cable and conduit from water storage tanks. The project range is estimated to be between $500,000 and $1,000,000. The North American Standard Industrial Classifications System (NAICS) Code for this requirement is 237110, with a corresponding size standard of $36.5 million in annual gross receipts for the past three years. This acquisition is a Service-Disabled Veteran-Owned Small Business Set-Aside. Offers are solicited only from service-disabled veteran-owned small business concerns. Offers received from concerns that are not service-disabled veteran-owned small business concerns shall not be considered. The Request for Proposal (RFP) will be available on/about August 2, 2016 by electronic means only and can be downloaded along with all related attachments from the FedBizOpps website at http://www.fbo.gov or FedConnect: http://www.fedconnect.net. The RFP will close 30 days from the actual date of issuance. The Contractor is responsible for periodically checking the website for any Amendments that may be issued prior to the closing date of the RFP. The Government intends to award a single, fixed price contract. Award selection will be made on a Best Value determination made after consideration of price and factors other than price as outlined in the RFP. Award is subject to the availability of funding at the time of award. A Site Visit will be scheduled. See Section L of the RFP (when issued) for more information. While not required, attendance at the Site Visit is highly recommended.
