- Urethane Polymer Market Research Questionnaire Statement of Work Instructions to Interested Parties: This is not a Request for Proposal (RFP) and award of a contract will not be made as a result of this questionnaire. NSWCCD is requesting assistance from commercial industry in regards to the potential for small business participation and the capabilities of large and small business entities, in the preparation of an anticipated Indefinite Delivery Indefinite quantity (IDIQ) Firm-Fixed Price (FFP) contract for supply-type items. This Market Research Questionnaire is intended to assist the Government in determining the probability of large or small business prime contractors responding to a future RFQ to provide the required items. The Government anticipates making future decisions regarding the procurement process utilized for a potential solicitation, based on the responses received from both large and small businesses that indicate an interest and the capability to provide the required items. Please answer the following questions to the best of your ability and return the completed questionnaire to Mr. Antwan Bethea via email. Your answers to the following questions will be utilized to assist in the determination of small business capabilities. Respondents will NOT be notified of the results of this evaluation, and the final determination regarding the utilization of a small business set aside will be conducted per the regulatory requirements of FAR Part 19, Small Business Programs. All information will be kept confidential and will not be disseminated to the public. This Sources Sought Notice and Market Research Questionnaire is not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response. Thank You, Marvin Antwan Bethea Contract Specialist NSWCCD - West Bethesda, MD Marvin.bethea@navy.mil Market Research is being conducted to determine all potential socio-economic small businesses and large businesses interested in, and capable of, providing the supply items identified herein. North American Industry Classification System (NAICS) Code : 326291 Small Business Size Standard : 750 (For more information about Small Business Size Standards, please refer to http://www.sba.gov.) Anticipated Contract Type : Indefinite Delivery Indefinite quantity (IDIQ) Firm-Fixed Price (FFP) Background : The vendor shall provide quality assurance lot acceptance test samples sheets to NSWC Carderock Division for each delivery order lot of NGD9 castable urethane polymer components prepared for shipment. The delivery order lot sizes may range from Minimum 7200 Oz. to maximum 100800 Oz. of A-side NGD9 polymer per delivery order. Minimum 3600 Oz. to a maximum of 50400 Oz. of B-side NGD9 polymer per delivery order. The NGD9 polymer components shall be packaged in 55 gallon steel drums. The variation in the quantity will not be accepted unless the variation has been caused by conditions of loading, shipping, or packing, or allowances in manufacturing processes, and then only to the extent, if any, specified in the following paragraph. Purpose of this Source Sought: The purpose of this source sought is to identify potential sources (vendors and manufacturers) of qualified containerized MSD's, including the company's business size classification. Responses to this source sought will be used by NSWCCD to influence acquisition decisions which may include: use of sole source or competitive bid procurement process; small business set-aside (small business, large business, or small disadvantaged business) and which acquisition procedures are best suited for this procurement (e.g. FAR 8.4, 12 or 15 procedures)..
