- Description
- The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b) (1), with Jordan TOF Products, Inc. located at 990 Golden Gate Terrace, Grass Valley, California 95945 to purchase the following Time-of-Flight spectrometer components: 1. A Ion Source Assembly consisting of a repeller plate, extraction grid, acceleration grid, Einzel lens and steering plates. The assembly shall protrude into the vacuum chamber 6 inches from the face of the Conflat Flange. Jordan TOF Products Part # C-870 2. An Offset Adaptor Assembly as a 2-part assembly to accommodate the Manual Gate Valve. This is the chamber to flight tube adaptor which provides the correct offset from the reflector centerline and serves as a mounting base for the 40-mm detector and its anode. Jordan TOF Products Part # C-854M 3. A 4.5-inch CF Manual Gate Valve, to fit into middle of offset adaptor assembly, to allow flight tube vacuum isolation. Jordan TOF Products Part # 45GV 4. A Flight Tube Assembly. 32-inch long, 8-inch diameter stainless steel tube with 10-inch CF on each end with two centrally located side ports positioned opposing one another- one 2¾-inch CF for a vacuum gage and one 6-inch CF for turbo vacuum pump. Jordan TOF Products Part # C-855 5. A Reflector Assembly with two stage design with an entry grid, retarding grid, and at least 16 repelling plates to generate a uniform repelling field, and reflector grid that operates at either reflection potential or can be grounded to enable ions to pass through and be detected by the 40mm detector. Jordan TOF Products Part # C-852M 6. Two (2) 40-mm Z-Gap MCP Detectors for linear and reflection TOF measurements. Both shall consist of a three plate detector with suppression grid, 90 % transparent input grid, 50 ohm output impedance with a gain of 10e6 to 10e7 andrise time of 1 ns or less. Each shall include a SHV coaxial UHV electrical feed-thru to connect to external power supplies and a shorting cap for operation at ground potential. Two (2) of Jordan TOF Products Part # C-726Z 7. A port mounted electron gun to inject ions into ionization region of the TOF-MS, configured for sidewise operation. Electron gun shall be oriented to the side of the collector assembly. It shall produce electrons with energies in the range of -40 volts to -100 volts with emission current of 0 to 1 milliamps and becapable of input bias voltage up to 3500 volts. Jordan TOF Products Part # C-950 8. An electron gun power supply. Power supply for the side mounted electron gun ionizer shall Operate on 120 V, 1-phase, 60 Hz AC power and have an output range to -100 volts with current up to 10 milliamps DC. It shall have panel meters that display focus energy, electron energy, and emission current and can operate with bias voltage up to 3500 volts. Jordan TOF Products Part # D-903 9. A High Voltage Pulser. The High Voltage Pulser shall generate electrical pulses that can be varied in magnitude, duration and timing interval. It shall provide pulses up to 400 volts, with a rise time of less than 10 ns and accept TTL (Transistor-transistor logic, ~5 V "high", ~0 V "low") trigger input. Jordan TOF Products Part # D-1040 10. A Power Supply for the High Voltage Pulser that shall operate on 120 volts, 1-phase, 60 Hz power. Jordan TOF Products Part # D-1003 11. Multi-voltage Power Supply for Reflector Assembly and all necessary cables to connect to reflector assembly. It shall Operate on 120 V, 1-phase, 60 Hz AC power and shall have stability and maximum ripple no greater than 5mv measured at 5 KV. It shall include Six discrete voltage outputs to operate the reflector assembly. Jordan TOF Products Part # D-803 12. A High Voltage Power Supply to focus ions with a voltage range at least ± 5000 V operates on 120 V, 1-phase, 60 Hz AC power. Jordan TOF Products Part # PS350 13. A Mass Gate, steering plate, located at the entrance to the flight tube. Jordan TOF Products Part # C-872 The sole source justification is based on the following: NIST requires the ability to acquire the components necessary to construct a NIST designed reflection style modular Time-of-Flight mass spectrometer with high resolution and high sensitivity for research and development use that can be customized and modified as needed. Purchasing a complete TOF instrument would not allow for the customization needed for NIST's measurements. Market research has shown that Jordan TOF Products is the sole company who can provide the required components to NIST. Given these facts, Jordan TOF Products is the only source reasonably available to provide the required components. The resulting purchase order will be a Firm Fixed Price purchase order. The NAICS Code is 334516 with a size standard of 1,000 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration. Responses received by 11:00 am EST July 29th 2016, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
