Description
Notice to Offerors: Funds are not presently available for this project. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs incurred as a result of this request for proposal. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ), solicitation number 63093161125. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-89, effective 14 July 2016. THIS ACQUISITION IS SET ASIDE 100% FOR SMALL BUSINESSES. The North American Industrial Classification System (NAICS) code is 333924 and the small business size standard is 750. Award may be made to the offer which is considered to be the lowest priced, technically acceptable offer. Quotes are due NLT 11:59 pm eastern time Sunday, 24 July 2016 to Daniel Sindorf, daniel.sindorf@ibwc.gov. The International Boundary and Water Commission (IBWC) has a requirement for a towable man lift for its Falcon Dam field office. CLIN items are as follows: CLIN 0001. General Description One (1) Towable Man Lift is required in our facility to be accessed by the Operations and Maintenance employees. This piece of equipment shall be towable up to 65 mph and shall have a 50 foot platform height. This equipment shall be easy to operate and maintain and shall be manufactured to tackle the work critical to the projects mission objectives. This piece of equipment at a minimum shall have a drive and set system which allows the outriggers to be set or retracted and the machine to be driven by the operator from the platform when it is in the stowed position. At a minimum the engine shall be a gas engine capable of producing a 9 horsepower and the lift shall include a bolt-on material handling hook that allows lifting of roof trusses, shingle bundles and other construction components. The Towable Man Lift at a minimum shall meet the following requirements: • Shall have at a minimum a 50 foot platform height. • Shall have at a minimum a 30 foot horizontal reach. • Shall have at a minimum a 4 foot jib boom with 130 degree vertical motion. • Shall have at a minimum a 30 x 48-in. aluminum platform. • Shall have a telescopic upper boom. • Shall have a towing speed rating of 65 mph. • Shall have a minimum total weight of 4,800 pounds for entire man lift. • Shall have a drive and set system. • Shall have a platform capacity of 500 pounds. • Shall have a standard combination hitch. • Shall have a 65 mph towing speed. • Shall have hydraulic auto-leveling outriggers. • Shall have surge brakes. • Shall have parking brakes. • Shall have an hour meter. • Shall have a tilt alarm. • Shall have a mounting tray for generators, pressure washers or air compressors. • Shall have a convenient glazier/panel tray. • Shall have air and water lines that go to the platform • Shall have a tongue weight of 350 pounds. • Shall have a 90° platform rotor. • Shall have 500 lb. material hook. • Shall have a gas engine • Minimum engine horsepower shall be 9 horse power. • Shall have Kevlar reinforced tires. • Must have a CD ROM Parts Book Miscellaneous Manuals: One (1) set of operation and maintenance manual, parts list and shop repair manual.
