- NOTICE OF INTENT TO AWARD A SOLE SOURCE This Notice of Intent is not a request for competitive proposals. This is not a solicitation or request for offers. No solicitation package is available and telephone requests will not be honored. Only one responsible source and no other supplies or services will satisfy agency requirements. This purchase will be made utilizing Simplified Acquisition Procedures: • Federal Acquisition Regulation (FAR) Part 13.106-1(b) for purchases not exceeding the simplified acquisition threshold of $150,000. • FAR Part 13.501 (a) for purchases exceeding the simplified acquisition threshold of $150,000. The Naval Research Laboratory (NRL) intends to award a sole source purchase order to ABM of Beltsville, MD to furnish: See Below: Item #0001 Furnish and install one (1) Liebert CRV Chilled Water Precision Cooling Unit with the following: Liebert Model CR032RC1P20782 32 kW, 109 kBTUh @ 100F, 20% RH. 208-230 Volt, 1 Phase, 60 Hz Liebert iCOM control system with Large Graphic Display, 320 x 240 dot matrix 2T temperature sensors to measure air temperature entering server racks- Quantity 3 Adjustable supply air baffle system Variable speed EC plug fans Locking Disconnect Switch 2-Way Chilled Water Valve Top and Bottom electrical and piping connections One remote shutdown terminal One alarm contact The Liebert IntelliSlot Unity Card (IS-UNITY-DP) provides ground fault isolated RS-485 Modbus, BACnet IP & IP network connectivity to Building Management Systems for unit monitoring and management. Hot air rear return with front cold air discharge Front and rear service and maintenance access only Installation casters with leveling feet Powder coated panels Enclosure: ZP-1 Black Gray Matte Factory Supervised Warranty Inspection / Start-Up and Basic Operator Training Standard One Year Warranty Covering Parts and Workmanship Rig the unit in place and set according to the customers lay out in Building 97, Room CNOC. Install new 2 1/2" CHW piping approximately sixty feet from existing adequately sized main to the in-row cooler. The unit connections will include isolation valves on the supply and return, a balancing valve on the return, a strainer on the supply, gauges and thermometers on both the supply and Future set of ball valves with caps will be installed in room on the 2-1/2 supply and return lines for future equipment connections. Install new condensate drain from the in-row unit approximately sixty feet to the nearest available drain. Insulate new chilled water and condensate piping with closed cell elastomeric insulation. Furnish and install electrical power wiring from existing adequately sized panel and breaker located in Room CNOC to new CRV unit located in Room CNOC. Work to be performed during normal working hours. Exclusions: Engineering fees or drawings Overtime Permit cost Integrating or connection with existing Bond cost Responsibility for existing mechanical or electrical systems. Disabling of fire/smoke detection or suppression systems. Identification, abatement or removal of any asbestos products, lead-based paint, or other hazardous substances is excluded. Painting, cutting or patching of floors walls and ceilings. Quantity: 1 Item #0002 Option 1 - Price to include a 5 Year Parts warranty by Manufacturer. Quantity: 1 Item #0003 Option 2 - price to include 3 Header with Taps & Isolation Valves for a future Secondary Chilled Water Source Piping Supply Connections. Quantity: 1 ______________________________________ The North American Industry Classification System Code (NAICS) for this requirement is 238220 with the size standard of $15.0M. The Federal Supply Code (FSC) / Product Service Code (PSC) procurement is 4610. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed purchase order based upon response to this notice is solely within the discretion of the Government.
