- CONSTRUCT ACCESSIBLE OVERLOOK TRAIL FROM WEST PINNACLES VISITOR CONTACT STATION, PINNACLES NATIONAL PARK. The National Park Service at Pinnacles National Park has a requirement to construct an accessible overlook trail from West Pinnacles Visitor Contact Station. The project area is located at the West Side Visitor Contact Station northeast of Soledad, in San Benito County, California. The work includes construction of a new accessible trail system from the West Side Visitor Contact Station to designated locations within the Park. Specific work components are Mobilization and Demobilization, Construction Staking, Temporary Stormwater Pollution Prevention, Site Clearing, Trail Excavation, Rock Retaining Wall, Supply and Placement of 1-1/2 ¿ Class 2 Aggregate, Supply and Placement of 3/4 ¿ Class 2 Aggregate, Stabilized Surfacing, and Close Out Items. The Contract Price Schedule shall be structured with Base Price and two Alternate Price Schedules, as follows: BASE PRICE ¿ Accessible Trail Construction Sta. 0+00 to Sta. 21+25 ALTERNATE PRICE SCHEDULE A ¿ Alternate Trail Surfacing Sta. 0+00 to Sta. 21+25 ALTERNATE PRICE SCHEDULE B - Trail Construction Sta. 21+25 to Sta. 34+00 Price award will be made based upon one of the following equations: Equation 1: Base Price Equation 2: Base Price + Alternative Price Schedule A Equation 3: Base Price + Alternative Price Schedule B Equation 4: Base Price + Alternative Price Schedule A + Alternative Price Schedule B The equation that is used will be at the Government's discretion based upon available funding at the time of award. The project range is estimated to be between $500,000 and $1,000,000. The North American Standard Industrial Classifications System (NAICS) Code for this requirement is 237990, with a corresponding size standard of $36.5 million in annual gross receipts for the past three years. This acquisition is a Total Small Business Set-Aside. Offers are solicited only from small business concerns. Offers received from concerns that are not small business concerns shall be considered nonresponsive and will be rejected. The Request for Proposal (RFP) will be available on/about August 2, 2016 by electronic means only and can be downloaded along with all related attachments from the FedBizOpps website at http://www.fbo.gov or FedConnect: http://www.fedconnect.net. The RFP will close 30 days from the actual date of issuance. The Contractor is responsible for periodically checking the website for any Amendments that may be issued prior to the closing date of the RFP. The Government intends to award a single, fixed price contract. Award selection will be made on a Best Value determination made after consideration of price and factors other than price as listed in the RFP. Award is subject to the availability of funding at the time of award. A Site Visit will be scheduled. See Section L of the RFP (when issued) for more information. While not required, attendance at the Site Visit is highly recommended.
