- The U.S. Securities and Exchange Commission (SEC) intends to award a sole source contract for access to MPI Stylus Pro Suite and Morningstar Data Subscription, 25 Deforest Ave., Suite 102, Summit, NJ 07901. The base period of performance will be July 26, 2016 to July 25, 2017. The contract will have a base period with four option years and will result in a firm fixed price purchase order. The SEC requires a desktop tool that can use public data feeds to perform portfolio analysis, specifically returns-based style analysis such as: - Morningstar (MF, ETF, MM daily returns data); and - Hedge Fund Research (HFR). The MPI tool must also provide insight into these vehicles by identifying characteristics such as short and long positions, leverage, unconstrained fixed income, emerging market exposure, and derivative use. The tool must be able to identify high-risk firms, high-risk funds within firms, and enumerating fund issues during relevant time periods. The tool will provide SEC's users with access to a wide range of analytical solutions such as hedge fund analysis, mutual funds, risk management, dynamic factor analysis and portfolio optimization. The tool shall provide users unlimited research and reporting capabilities. Users of the tool shall have the ability to incorporate their own analytics, design their own templates and reports, automate repetitive tasks and create unique applications that addresses their needs. Due to exclusive licensing agreements the Government intends to solicit only one source using simplified acquisition procedures in accordance with FAR 13.106-1(b). Interested organizations may submit their capability statements and qualifications for the provision of this requirement, information received will be considered. This notice of intent is not a solicitation. No solicitation or additional information will be made available with regard to this sole source notice.
