- Purpose: This synopsis is issued to provide a notice to the public on information applicable to the Indian Health Service (IHS). Project name is "Blackfeet Community Hospital Surgery Suite Renovation." Location of the project is the Blackfeet Community Hospital, 760 Hospital Circle, PO Box 760, Browning, MT 59417. Authority: IHS (Division of Engineering Services (DES)) Seattle is issuing this synopsis in accordance with FAR Part 5.204 Pre-solicitation Notices. Description: The proposed contract listed here is 100 percent set-aside for Small Business concerns. The Government will only accept offers from certified Small Businesses. All other firms are deemed ineligible to submit offers. This is a new procurement. It does not replace an existing contract. No prior contract information exists. This is a Pre-solicitation notice. The RFP will be available on or around 1 August 2016 on www.fbo.gov, under this solicitation number: 16-102-SOL-00024. This is not a solicitation announcement for proposals, and no contract will be awarded from this notice or any follow-up information requests. In order to protect the procurement integrity of any future procurement, if any, that may arise from this notice, information regarding the technical point of contact will not be given and no appointments for presentations will be made. The following work includes, but is not limited to: The overall requirement includes the purchase and installation of a Pass-thru Washer/Decontaminator, renovation of the Operating Room Department at the Blackfeet Community Hospital. The purpose of the renovation is to reconfigure an existing passage door/wall to allow for a new Pass-thru Washer/Decontaminator; Model SW4600 between the Decontamination and Sterilization Rooms. The following is an overview of the draft Statement of Work (SOW): 1) Reconfigure the adjoining CMU wall between Room 1152 and Room 1150 and rough in the necessary utilities to allow for the installation of a new pass-thru washer/decontaminator Model SW4600 (owner provided); 2) Install new Fiber-Reinforced Plastic (FRP) board throughout Surgery 2 Room 1137; 3) Install a stainless steel pass-thru window into the adjoining wall between Storage Room 1139 and Surgery 2 Room 1137. In addition, install a new deep wash basin complete with new plumbing and drain. The goal will be to convert the existing Storage Room 1139 into the new Endoscopy Processing Room 1139. The North American Industry Classification System (NAICS) Code is 236 -- Construction of Buildings. 236220 -- Commercial and Institutional Building Construction. Size Standard is $36.5 million. Competitive Acquisition: The solicitation will utilize source selection procedures which require offerors to submit a technical proposal, past performance and experience information, and a price (or cost) proposal for evaluation by the Government. The intent is to utilize the FAR 15.101-2, Lowest price technically acceptable source selection procedures. Contract Type: Indian Health Service intends to award a Frim Fixed Price (FFP) Construction Contract in support of this requirement. Disclosure of the Magnitude of Construction: In accordance with FAR 36.204, the estimated price range for this construction project is identified below: The magnitude of construction is between $100,000.00 and $150,000.00 Period of Performance: The Period of Performance will be 30 calendar days after notice to proceed. Bond(s): Offerors shall be required to submit a bid bond with their offer. Additionally, Payment and Performance Bonds in the amount of 100% of the contract value will be required to be submitted by the awardee within 10 calendar days of contract award.
