- Compass SEAFEM software and toolboxes Special Notice The Naval Surface Warfare Center Carderock Division (NSWCCD) hereby gives notice of intent to award a Sole Source Firm Fixed Price Commercial contract under the authority of FAR Part 6.302-1(b)(1)(ii) "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements", to Computational Mechanics Inc. 25 Bridge Street STE 8 Billerica MA, 01821, for: •1. 1 local and 1 floating license of Compass SEAFEM software and toolboxes The basis for restricting competition is for the following reasons: The applications for this software require that simulated mooring, towing and physical connections between bodies include rotation, line and plane constraints. Further, connections need to be modeled as translation links, balls, revolutes cylindrical and prismatic joints. This software has proven accuracy for these cases. The computational fluid dynamics solver is unique and proprietary to SEAFEM, and is only commercially available from one source. This notice of intent is NOT a request for proposals or quotations. No solicitation documents are available and requests for copies of a solicitation in response to this notice will not be honored or acknowledged. No contract will be awarded on the basis of offers received in response to this notice. A determination not to compete this proposed contract based on this notice is within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-84 dated September 3, 2015 and DFARS Change Notice 20160607. This acquisition will be processed under Simplified Acquisition Procedures (SAP). The associated North American Industry Classification System (NAICS) Code for the proposed contract action is 511210, which has a business size standard of $38.5 mil. Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 29 July, 2016. This notice of intent is NOT a request for competitive proposals. However, all responses received by 29 July, 2016, will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
